Washington, Mar. 28 U.R
More than a third of the states
are likely to gain or lose seats
in the house of representatives
as the result of the 1950 census.
California may gain the most
by jumping eight seats from ZJ
to 31. If Pennsylvania is trimmed
by two seats, as expected, it will
be tied with California for sec
ond place behind New York in
house representation.
West To Gain
Frederick Belen, counsel for
the house committee on post of
fices and civil service, said that
18 states probably will be in
volved in the switches. He said
seven midweslern and western
states will gain seats at the ex
pense of 11 eastern and southern
states.
The constant shift in popula
tion toward the west coast ac
counts for all of the recent
thanges in house representation,
a onee-a-decade process, census
bureau officials explained.
Increase For Oreqon
The size of the house has been
pegged at 435 seats since 1850.
Appointment changes since then
have been restricted to deduct
ing seats from some states and
adding them to others.
Only one census in 1920
resulted in no changes at all.
Belen's estimates of changes
as the result of the 1950 census
include an increase from four
to five seats for Oregon, and a
gain from six to seven in Wash
ington. Prominent People
