Being Investigated
By Loyalty Board
Washington, Mar. 18 (U.R)
Chairman Seth W. Richardson
today began a personal investi
gation to determine who
"leaked" information from the
loyalty review board to Sen. Jo
seph R. McCarthy (R., Wis.).
"I'm going to see if I can't
find out who is loose-tongued,"
Richardson said.
McCarthy, who has been of
fering evidence before a senate
sub-committee to show that the
state department is studded wiyj
pro-communists, immediately de
nied that his information about
the loyalty cast of state depart

ice came from Richardson's
board.
McCarthy insisted that he re
ceived his information from a
state department source whom he
would not identify.
The controversy developed as
Sen. Walter George (D., Ga.) said
Secretary of State Dean Acheson

nists on the state department's
payroll.
Meteor Seen In Eugene
Second Time Two Weeks

' The Eugene area has seen what
appeared to be a meteor again
for the second time in two weeks.

green" object was observed fall-,
ing in the western sky about
10:30 p. m. Tuesday. He said the
meteor disappeared near Beech
er, about 30 miles west of Eugene.

FBI 'Print' Files

prints sent to the FBI by police
agencies are resulting in the
identification of fugitives at the
rate of 1,000 a month.
Yet it was not so many years
ago that the world's police had to
depend on such things as "cam
era eyes" (officers with extreme
ly good memories for faces) or on
tatto-ing, branding, and maim
ing to keep track of criminals.
It was not unusual in early
ages to chop off a thief's hands.
Those who did the chopping did
not know it then, but they were
destroying the one infallible
means of identification.
The FBI has been building its
fingerprint files for a little more
than a quarter century. It now
has 113,400,000 sets of prints,
representing an estimated 75,
000.000 persons. Of the prints,
19,611,000 are in the criminal
files.
Started by Hoovtr
Establishment of the FBI's
identification division was the
first thing done by J. Edgar
Hoover after he became direc
tor in 1924. Prior to that, the
nation's police were dependent
on the International Association
of Chiefs of Police and the Leav
enworth (Kan.) penitentiary fin
gerprint files.
Those collections provided the
nucleus of the FBI files and es
tablishment of the new central
clearing house fulfilled an in
sistent and growing demand by
the nation's police chiefs for one
co-operative system.
Hoover says criminal Identifi
cation is the "most potent fac
tor in obtaining the apprehension
of the fugitive who might oth
erwise escape arrest and con
tinue his criminal activities."
The ridges and depressions of
the fingertips form about three
months before birth and remain
unchanged throughout life. And
to date, no two individuals, even
identical twins, have been found
to have the same prints.
There are eleven major moun
tain peaks in the Grand Teton
national park.

States Receiving
Increasing Amount
Of Federal Funds
Chicago (U.R) The Council
State Governments reports that
the amount of money given by
th federal government to states
nearly doubled between 1946
and 1948.
Federal grants-in-aid to states
totaled nearlv $1,500,000,000 in
1948. compared with $770,700.
000 in 1946, a study by the coun
cil showed.
Last year's grants, the council
said, equaled nearly four per
cent of total federal expendi
tures. "If the upward trend of fed
eral aid continues," the council
said, "there is little likelihood
that any considerable tax reduc
tion will occur in fields suitable
for state and local taxation.
Tax Reduction Needed
"If the states and localities
are to regain some of the tax
sources pre-empted by the fed
eral government, it is essential
that federal tax reduction be ac
complished, and this is depend
ent upon a substantial reduction
in federal expenditures."
Federal grants-in-aid to states
averaged $8.04 per capita during
fiscal 1947, the council said.
Total per capita grants in sev
eral states were considerably
higher than the national average,
the council said, while only a few
states reported grants signifi
cantly below the average.
The council said 13 states ap
pear to have benefitted substan
tially from federal grants. The
council based its conclusion on
a study of the relationship be
tween per capita grants and per
capita income, and between pel
capita grants and per capita fed
eral tax collections.
The study shows that in 1947
Idaho, Montana, North Dakota
and Wyoming had the combina
lion of higher per capita grants
and income and low per capita

of consolidated district No. 6 has
announced the re-election of H.
P. Jewett as superintendent of
schools and the election of Ar
thur Straus as principal of the
consolidated high school.
Straus has been superinten
dent of the high school and grade
school at Gold Hill for the past
year. A graduate of Oregon
State college and Southern Ore
gon college, he has had 13 years
experience in Oregon schools
and has been both a classroom
teacher and administrator.
During the war he served in
the navy three years and one
half years in the Pacific theater,
attaining the rank of lieutenant
junior grade.
