Self Government For
Little Nations Seen
Food For Communists

Mancroft, chairman of the Con
servative Party Speakers as
sociation, said today that vast
areas of the world are being
handed over to communism by
the policy of giving them self
government.
He expressed fear that many
of the countries that have broken
away from Britain. France and
The Netherlands since the war
were "sitting ducks" for com
munism without the protection
of their former colonial masters.
Known as the "tory firebrand
of the house of lords," the 36-year-old
peer has been mention
ed several times as a certainty
for a colonial or commonwealth
ministerial office in the event
of Winston Churchill's conserva
tive party coming to power.
Criticises Labor
He pulled no punches in an
interview in his criticism of the
labor government's policy of ac
cording self determination to
countries which lack the politi
cal maturity and cohesion to
stand on their own feet.
Can it truly and logically be
said that by allowing such coun
tries to cut loose from imperial
rule the government has contri
buted to world peace and stabi
lity? Mancroft asked.
Mancroft said it should be ob
vious to the world that the policy
of according self government to
unstable countries defeated its
avowed purpose of world stabi
lity. "The door to India, for ex
ample, is swinging today on the
latch, waiting for somebody to
kick it open," he said. "That
kick is clearly coming from
communist China whose regime
we have so prematurely recog
nized." He drew attention to the com
munal strife still raging in
India.
"We were always told that
there would be no peace in India
until the British left," he said.
"We are always told this every
where. But it is curious that it
is only in places like Ceylon and
Hong Kong which still remain
in the empire that peace and
prosperity seem to prevail in the
East."
Mancroft said the communist
thrust on India might come
through Burma or through Tibet.
"Burma has lapsed into an
archy since the British gave her
self government and its there
fore fertile soil for communism,"
he said.
He castigated the British gov
ernment for failure to win the
confidence of the Chinese popu
lation in Malaya.
"I am told there is complete
confidence in the high commis
sioner in Malaya, but there is
not the same confidence in the
colonial office," he said.
Mancroft emphasized that all
the Chinese in Malaya are not
potential rebels and cited in
stances of their protestations
against communist Inspired re
bellions. Protestations Not Enough
"But in times of crisis protes
tations are not enough," he said.
"The Chinese reaction has un
fortunately been too often one
of complacency and neutrality.
But most certainly if the British
left Malaya the Chinese com
munists would be in full charge
in a matter of months."
Mancroft expressed similar
doubts regarding Indonesia and
Indo-China.
"It will be interesting to see
whether Indonesia has the poli
tical maturity and cohesion to
stand on her own feet or whether
she will become a sitting target
for communism and sink into
anarchy and misery like those
countries which have achieved
political independence before
they are strong enough to exer
cise it," he said.
Regarding Indo-China he said
that if Vietnam is now to escape
from communist rule it will be
because the French army con
tinues to fight there.
Lead To Identity Lost
Mancroft said he agreed with
Field Marshal Jan C. Smuts'
thesis that self government and
self determination in the new
world order lead eventually to
their recipients losing their
identity.
Like Smuts he drew attention
to a list of east European and
Baltic countries whose names
are long forgotten since they
were taken into the communist
orbit.
"Imperial governments giving
self government to immature
countries are simply handing
over cast tracts of the world to
communism," he said.

body wanted to run against him,

tures. Here is one of them:
In Russia you don't just take a
notion to run for office and give
a story to the newspaper and
when the time comes pungle up
your filing fee and get your
name on the ballot.
It's more complicated than
that.
FIRST, you must join the com
munist party. That, too, in
comparison with our system, is
a bit complicated.
In Russia (and other commun
ist countries) you don't just an
nounce you're going to be a com
munist. My, my, NO! That
WOULD get you into hot water.
It would be exactly like a brash
freshman from out in the sticks
announcing about the third day
"he was on the campus that he
had decided to be a Sigma Delta
Chi.
If you know anything at all
about colleges, you know what
the Sigs would do to that poor
guy. Well, the communists
would give the same treatment
to anybody who came right out
in public and said he'd decided
to be a communist and when can
he run for his first office and
begin to get in on the gravy.
His name would be Mud and
I MEAN MUD. You don't just
join the communist party. You
are taken into it AFTER YOU
HAVE PROVED YOUR
WORTHINESS.
ALSO, you don't just run for
office
THE COMMUNIST PARTY
RUNS YOU FOR OFFICE.
That's how it came that in
Sunday's Russian "parliament
ary" election there was exactly
ONE candidate for each office
to be filled. The communists, like
our brain trusters in Washing
ton used to do, "planned It that
way."
That's how come Uncle Joe
and some 1200-odd other candi
dates for the Russian "parlia
ment" were the ONLY candi
dates in their districts for the
jobs they aspired to.
The communist party fixed it
