Knickerbocker said inspectors

present rate at which Tillamook
herds are responding to the pro

added that the Coos county test
ing program is also showing im-

Union, Baker, Grant and Jef
ferson counties had even higher
reactor percentages than the two
coastal counties and helped pull
the state average down, Knicker
bocker said. In these four coun
ties the testing program last year
was not as complete as in the
coastal counties. The reactor rate
in Union county was 6 per cent;
In Baker county, 6.8 per cent;
in Grant county, 7.9 per cent
and in Jefferson county, 5.6 per
cent.

Surprise Atomic
Offensive Might

U.R) Air Force Secretary W.
Stuart Symington, said today
that a "surprise atomic offensive
might inflict a mortal wound
from which no nation could com
plelely recover."
To deter Russia from starting
such an offensive, he said this
country must be geared for
"instant and sustained devas
tating retaliation."
Russia Overshadows
Symington made these state
ments in a talk before the Yale
University Alumni associatipn.
He also said that Russia's arms
building program "overshadows
the combined program of all the
Atlantic Pact nations put together."
Russia maintains a ground
army greater in numbers than
the combined armies of the
United States and its allies.
Symington said.
rhe Yale alumnus said Russia
has the world's largest submarine
fleet larger than Germany's at
the beginning of World War II.
And since the end of that war,
Symington added, Russia has
produced more combat aircraft
tnan the United States and all
the other Atlantic Pact nations
together.
Increasing' Strength
As part of its bid for air su
premacy, he said, Russia is stead
ily increasing the strength of
us long-range strategic bombing
force a type of aircraft it did
not have in the last war.
Symington said that after
World War II the United States
reduced Its army strength from
90 to 10 divisions, Great Britain
cut hers from 39 to 4 divisions,
but Russia trimmed its strength
only to about one-third of its
wartime peak.
Symington said that if efforts
to prevent war fail, atomic weap
ons make it imperative that the
United States win the first bat
tle. A surprise atomic offensive
he said, could inflict a mortal
blow "no matter how long and
how desperate the ensuing struggle."

Employers have cheated hun
dreds of Mexican farm workers
in San Diego and Imperial coun
ties of their wages by "inform
ing" on them, State Labor Com
missioner for San Diego, Stan
ley Gue, charged today.
"We have proven cases where
employers induced laborers to
work on their ranches and, when
'pay day' neared, tipped off the
government that the aliens were
illegally In the country," Gue
said.
"The laborers then were de
ported without being paid for
their toil," he said.

Life's Just a Bluff
Professors Decide
San Francisco (U,R) If you
bluff in poker, you'll bluff in
real life situations, two college
professor mathematicians report.
They are Dr. Richard Bellman,
associate professor of mathemat
ics at Stanford university, and
Dr. David Blackwell, head of the
mathematics department of How
ard university.
Their study was conducted in
a new branch of mathematics, the
theory of games developed by
Dr. John von Neumann.
By looking into the methods
men use to play such games as
stud poker, mathematicians ex
pect to come up with some new
insights on man's struggle for
existence. The games, scientists
say, are actually simple forms of
basic human struggles in the
everyday competitive world.
After making a scientific study
of two-handed poker in which
they reduced the intangible ele
ment of bluffing to mathemat
ical formulas. Bellman and
Blackwell said times come when
outright bluffing is advanta
geous but it is risky and it is
safer to let pure strategy do the
work and be content with a sure
gain.
The driver who yields the
right-of-way will live to drive
another day.
