overdose of individualism, the
Rt. Rev. Fred Ingley, Episcopal
bishop of Colorado, declared
here today.
Delivering a sermon at a
thanksgiving eucharist honoring
the Rt. Rev. Benjamin Dunlap
Dagwell on the tenth anniver
sary of his tenure as bishop of
Oregon, Bishop Ingley said, "The
belief in our common brother
hood was Academic until the ex
plosion of the atomic bomb,
which forced us to practice
brotherhood or run the risk of
annihilation.
"No permanent peace on earth
can come apart from united cor
porate action. That is the task
fscing the united Nations or
ganization . . . God can not use
a proud person or a proud na
tion. . . Americans are not hum
ble. We are arrogant, lordly
smug and smirk."
Bishop Ingley said he saw
"three stars ..f hope in the world
today: the JNO, 50 nations work
ing for peace; the Bretton Woods
plan to share our financial re
sources wi'.h other people, and
XJNNRA, which helps us share
our food."

Application by the OPA to sub
poena a Portland concern's rec
ords was denied today by Fed
eral Judge Claude McColloch
who held subpoena powers could
not be delegated under the price
control act.
The subpoena application,
which the OPA termed an In
spection requirement, was sign
ed in Washington, D. C, by Act
ing Administrator James F.
Brownlee Aug. 23, 1944.
Judge McColloch held that a
recent Supreme court decision
holding subpoena power under
the fair labor standards act
could not be delegated also ap
plied to the emergency price con
trol act, the language of which.
he said, was substantially the
same as that of the labor act.
McColloch also advised the
OPA to "set an example of re
straint" as the nation's chief law
enforcement agency, and com
mented the OPA apparently had
preferred to attempt an "ad
ministrative Interpretation" of
the law Instead of referring it
to the courts in a test case.
