DUBACH DECLARES
"If American! would firmly
balieva and follow the princi
plea for which their own flag
stands we could transform the
world in a generation." This
was the keynote of an address
, by Dean U. G. Dubach, Oregon
State College, before the Med'
ford Rotary club Tuesday.
Sneaking at a luncheon meet
ing at the Hotel Medford, Du
bach said that Americans today
have the power but lack the
willingness for establishing
world peace. Christianity was
cited as the force needed to bal
ance the destructive .power of
the atomic bomb. It is Christi
anity which has raised the stand
ards of living in countries where
It has spread.
Four Steps Cited
Dean Dubach cited four nec
essary steps which should be
immediately taken by the U. h
to bring order out of the confu
sion now so world-wide In scope.
First of all, Americans must
learn to understand the other
people of the world. As a sec
ond step they mast recognize
and accept their responsibility in
feeding the world as misery and
starvation breeds revolution and
war. We must also take our
wonderful educational system to
other parts of the world. By
teaching new methods we can
raise the economic standards of
other countries. Recognizing
that "the price of greatness is
the assumption of responsibili
ty," Dubach stressed the need
for America to assume political
leadership at once.
We have lost face In Europe,
the Dean said. Europeans be
lieve that America is not yet fit
ted for world leadership when
she cannot control her army
broad and solve her problems
of a domestic nature.

fer said at the war crimes trial
today that the Germans engaged
in a "systematic and disciplined
campaign to steal public and
private art collections In western
Europe.
He said the art seizures were
organized thievery despite an
order by Adolf Hitler which con
tended they should be regarded
"not as an expropriation but as
a transfer to our care as a guar
tee for peace negotiations."
He cited Field Marshal Wil
liam Keltel's order making Al
fred Rosenberg responsible for
the seizure of art works and
documents.
Approved By Hitler
He also cited evidence that
Hitler approved Rosenberg's
suggestion In December, 1041
for the seizure of Jewish prop
erty and furniture in western
Europe for the German admin
istration in the cast.
Gerthoffer said Rosenberg in
a letter -written in 1942 cited
the nazls' 20-ycar battle against
the Jews "as an reasonable basis"
for presenting -seized art works
to the party.
He sold that In January, 1941,
confiscated works totalled 21,-J
903 objects valued at a billion
reichsmarks.

school officials said here Tues
day that 1946 school census
figures indicate a total popula
tion of more than 30,000 in the
Klamath Falls city zone the
city and its immediate suburbs.
The school census showed
7549 children of school age in
this zone. At the generally ac
cepted ratio of 4 to 1 for estt
mating the total population on
the basis of the school census,
the total is more than 30,000
population. The 1940 federal
census figure for the same area
was approximately 26,000.
School census for the entire
county Is 11,576. indicating a
county population of more than
47,000. The 1940 census popu
lation of Klamath county was
40,407.

On Dog Licenses
George Meade, county dog
control man, today called atten
tion to dog owners that licenses
for their pets must be purchas
ed by- March 1 to avoid penalty
Licenses for. dogs, regardless
of sox, cost $1.50 if purchased
before March 1 and will be
$3.50 after that date, Meade
said. A fine of $10 and court
costs plus the purchase price of
a license will be assessed own
ers whose dogs arc found with
out licenses after the deadline,
Meade said.

Mary Lou Jenkins, 20, pretty
graduate of fashionable Stephens
college, was found strangled to
death today in the living room
of a small home where she lived
with her mother near here,
Miss Jenkins had graduated
only last week.
Her mother, Mrs. Jack Jen
kins, told police she left her
daughter last night to spend the
night with an elderly couple.
She explained she had been em-i
ployed as a practical nurse oy
the couple. I
When she returned home this,
morning, she said, she found all
doors of the house locked and
gained, entry by crawling!
through a rear window.
