The Tokyo government was
said to be disbanding the largest
possible number of regular

allies find only a small army de

All the metals, which up to
now were concentrated around
Japanese arsenals, have been
widely distributed among pri

confiscation, the informants said.
Heavy industries were report

The emperor and the govern

FOR REVISION OF
T
Washington, Aug. 22 (U.R)
Secretary of State James F.
Byrnes revealed today that he is
trying to have the Italian armis
tice terms revised because they
are obsolete.
Byrnes told his first formal
press conference since becoming
secretary that the whole ques
tion of the Italian armistice
terms had been referred to the
council of foreign ministers,
which meets next month in Lon
don. The armistice terms were Im
posed on Italy after her capitula
tion to the allies nearly two
years ago. They have not been
made public officially.
Byrnes was asked whether, in
view of the end of the war, the
terms could be made public now.
He replied that it would not be
helpful to Italy to publish them
at this time. The armistice terms
are obsolete, he said, and there
admittedly is no reason why
they should not be revised.

The fourth air force today re

The new discharge system
presumably applies to army air

United States, fourth air force

The system does not apply to
officers possessing critical skills
regardless of their point total.
Radar specialists, physicians and
key administrative officers are
considered critical personnel,
fourth air force headquarters
said.

TO REDUCE
DIVISIONS SENT
Washington, Aug. 22 (U.R)
The army is scaling down the
number of troops to be sent to
the Pacific by 60 to 75 per cent,
it was learned today. ,'
Best estimates were that not
more than one-fourth to one
third of the 16 divisions original
ly destined for Pacific service
will be sent to Gen. Douglas
MacArthur's command.
Meanwhile, as rapidly as
schedules permit, the army will
put into effect a policy of rede
ploying only young men with
low point scores and others who
volunteer to stay in the service.
It is up to MacArthur, it was
said, to make the final decision
on just how many new divisions
he will need. And his require
ments, it was pointed out, will
depend in part on conditions he
encounters inside Japan.
European veterans of the 86th
and 95th divisions have been ob
jecting to assignment to Japa
nese occupation duty.
