China is threatened almost in
evitably with civil war.
The issues Involved are deep
rooted, the hatreds bitter and of
long standing, and the contend
ing parties Chiang Kai-Shek's
Chungking government and the
Yen a 11 Communists have proved
unyielding on basic points.
In February, when the last
serious Chinese efforts at settle

the only solution. Since then
the breach has been widened. In the Civic auditorium, San

joint pressure by the United
States and Russia to force the
two factions to unite, or Rus
sian acceptance of the U. S.
British position that Chiang's
government is the sole govern
mental authority In China.
There is virtually no hope that
China herself can accomplish a
settlement alone.
The basic Issues are these:
1. A demand by the Central
government that the Commun
ists submit their armies to
Chungking authority as a prere
quisite to other agreements,
2. Communist demands for
an end to "one party" govern
ment by the Kuomlntang and
creation of a coalition govern
ment as a prerequisite to placing
their armies under Chiang's com
mand. The dispute is a continuation
of the struggle for power which
was underway when the Japa
ncso attacked China. I
