Averaae Consumer Unable
To Buy Chickens at Legal
Ceilina Prices Is Claim
Sacramento, June 28 (U.R)
The story of California black
market In poultry ao extensive
and efficient that the average
consumer finds it almost impossi
ble to buy chickens at legal ceil
ing prices was told here today
by Poultry Dealers, opa ana
State Department of Agriculture
officials.
A. A. Brock, State Director of
Agriculture, in his report to. the
Governor's Council earlier in the
week, attributed the record
crease in the number of chicks
hatched this spring to a black
market so efficient that poultry
production was once more pro
fitable m spue oi Depressive
OPA ceilings.
' Mark-up General
E R Vauahn. district enforce
ment attorney of the Office of
Price Administration, admitted
the black market is "very evi
dent." and said that reports lndl'
cated a two cents per pound
mark-uo is generally present,
Poultry dealers testified to
more flagrant violations, from
eight to twelve cents a pound
over ceilings in the Sacramento
area and as high as 20 cents per
nound in the Bay area.
Legitimate dealers and produc
ers find it almost Impossible to
niwrate at nrosent ceiling prices,
the protesters said. Many produc
ers have been forced either to
move into the black market or
go out of business an associa
tion manager reported.
One dealer complained that a
S250 a week business had dwin
died to nothing simply because
he couldn't buy poultry in legl
timate channels.
"The farmers laugh at you
when you expect them to observe
ceilings," he said.

1946, WMC Claims
Washington, June 28. (U.R)

Actually, about 7,700,000 peo

In a forecast which approxim
ated an earlier estimate by the
war production board, Manpow
er Chief Paul V. McNutt pointed
out that while unemployment
increases in some areas there
will continue to be critical man
power shortages in others.
