mean the "when ready for it." That has been the "alibi" of ruling
empires since Caesar's day, and only about ISO years ago was
England's contention when our own forefathers sought to become
Independent of King George III. But there IS a point there.
Take Canada, for example.
' Canada could have ABSOLUTE Independence if she wished it.
But she does NOT wish it. She prefers to be a part of the British
Empire with a Governor-General from the "mother-land." But
if this "independence" term were officially adopted, such "domin
ion status" as Canada enjoys would be abandoned.
'Why FORCE any "colony" to be completely independent, if it
doesn't WISH to be? Give it "self government" and let it decide
for what it wants and for what it doesn't.
But some people are so hypnotized by Webster's unabridged.
"Independence", to them, sounds so much better than "self-
government."
Unless "self government" is a

N THE SERVICES
In the world to warrant this sug
gestion: I give the booklets to service
men and their wives without
charge because I have been so
impressed by the sad circum
stances in many such instances.
But I wish we could offer these
booklets to all young parents or
expectant parents on the same
terms. I'll contribute my share
in the authorship and the subse
quent health service that grows
out of the ideas in the booklets.
Who will contribute the cost of
printing, handling and distribut
ing the booklets? There, it seems
to me, Is an opportunity for some
one to do his bit of philanthropy
w'th a comparatively small
amount of money.
Some day, when America
grows up, perhaps we shall teach

On June 16 a total of 1,251 mar
ried couples in Oregon will be
free to change the decision they
made to record subject to Ore
gon's now-voided community
property law.
The Oregon law, passed in
1943, was one of two in the
United States. Last year the Ok
lahoma law, from - which Ore
gon's was drawn, was nullified
by a decision of the U. S. su
preme court.
Under Oregon statute, husband
and wife could, if they wished,
declare that their property was
owned in common. This placed
them in a preferred position in
paying federal income taxes.
The 1945 legislature repealed
that law after the court's de
cision.. It also passed a bill per
mitting husband and wife to
change their choice and another
which will save them from cer
tain penalties under the gift tax
law.
The legislature also sent re
quests! to all "common law"
states, and to Oregon's represent
atives in congress for the enact
ment of legislation which would
remove the inequalities, in the
present federal income tax, as
a result of the difference.
The difference between "com
munity property" states and
"common law" states goes back
a long way. The ' community
property states, in which the
principle that property Is owned
jointly is mandatory, draw that
principle from tradition and cus
tom. In some southern states
such as Texas and Louisiana, the
idea comes from French or Span
ish law. .There are seven such
states, including both. Washing
ton and California.
But in the states where laws
came chiefly from English com
mon law, there is no such his
torical principle. In Oregon and
Oklahoma, the state legislatures
attempted to change that by
statute. But the supreme court
held that the laws were not valid
because they made a community
property status optional, rather
than mandatory.

Over 700 registrations have
been received to date for the Red
Cross learn to swim campaign
which will be held at the Twin
Plunges, Ashland, from June 18
to June 30. Five .schools still
are to file registrations.
Because of the unprecedented
large number, Robert Dodge,
water safety chairman, announc
ed that registrations will close
Monday evening, which will al
low timevfor all schools whose
slips are still out to get them

court Saturday morning and was
bound over to the Grand jury,
charged with burglary not in a
dwelling. In lieu of $1,000 bail,
he was lodged in the county
jail.
According to state police who
Investigated the case, Anderson
admitted breaking into Clyde
Caton's garage in Ashland Thurs
day night where he stole about
$2,500 worth of tools. Ander
son also admitted a similar
theft the night before in Mount
Shasta, Calif.
Anderson was apprehended by
state police Friday near Rogue
River. He was driving a Buick
sedan which police believe was
stolen in Missouri. Clothes, food
and some of the tools were found
in the car Anderson was driving.
The rest of the tools are believed
to be carried by an accomplice
who is believed to be driving a
maroon 1940 Chevrolet sedan
belonging to G. Wannberg,
which was stolen in Ashland
Thursday night. The accom
plice also is believed to have
two girl companions with him,
police said.
