Routine matters were disposed
of early in the session after
which Bartlett spoke on the im
portance of planning now for fu
ture civic developments and pro
jects to stem the tide of unem
ployment in the postwar period.
One of 15 men on a special com
mission, Bartlett arrived in
Medford yesterday from Salem.
He went to Grants Pass early
today, later returning for con
ferences with Frank Rogers, city
superintendent, this afternoon.
The council sold the following
city lots at its meeting last
night: Lot 3, block 1, Columbus
Heights addition to Sadie Lewis
for $200; lot 3 and 4, 9 and 10,
block 5, Euclid Park addition to
W. D. Huber for $1100.
SECOND FIRE
Sacramento, Feb. 21 (ll.FO
Additional damage to a ware
house operated by the Boone
Transfer and Storage company
was caused by a second fire
early today, the fire department
reported. A blaze yesterday
caused damage estimated at
more than $100,000 to the building.

Fines Reach Peak
Chicago (U.R) If library
fines for overdue books are a
criterion, Chicago patrons are
more forgetful and less thrifty
than in pre-war years.
Their contributions during
1944 in fines hit an all-time peak
of $129,699.25, the library re
ports, which is some $16,000
more than the previous high set
in 1930, and circulation that year
was 4,000,000 volumes greater
than in 1944.
These testaments to careless
ness go to the library employees'
pension fund, under state law.
The library reports also that
its statistics Indicate most bor
rowers are honest. Only one of
every 2,080- books borrowed
fails to turn up eventually.

ON SENATE FLOOR

Senate bill 62, which would pre
vent public utility districts from
buying utility properties outside
of its own district without the
approval of the voters In the
area affected, was on the senate
floor today with a "do pass'
recommendation by the railroads
and utilities committee.
The bill was Introduced by
Sen. Merle R. Chessman, Astoria
and Rep. Ralph Moore, Coos
county. It has been hotly contest
ed by some PUD representatives
an undue restriction on the
rights of the districts to expand.
Sen'. Chessman explained the
bill by saying that it would pre
vent the successful accomplish
ment of an attempt similar to
that made by the Hood River
PUD In 1943 when it tried to
float a $173,000,000 bond issue
to buy Portland other utility
properties. Hood River voters
turned down the proposal. It it
had carried, Sen. Chessman said,
the Hood River PUD could have
fixed rates and charges else
where in the northwest without
fear of competition.

fourth the number of deliveries
during 1944 at Lying-in hospital
operated by the University of
Chicago.
The number of soldiers' wives
whose care was paid for by the
government has steadily Increas
ed at Lying-in hospital. Dr. Ar
thur C. Bachmeyer, director of
the university hospital and clln
ics, reported in his annual state
ment.
Service wives seeking hospi
talization increased from 15 to
30 per cent of ward Datients
during the year. A total of S57
authorizations were received by
kying-ln for payment of hosDltal
care Dy the federal government.
Tnere were 1.794 boy babies
born at the hospital during the
year and 1,787 girtf giving the
Doys me edge by seven. Thirtv
three sets of twins were included
in the 3,581 deliveries. The total
births showed a decrease of nine
per cent from the all-time high
oi lutd. The decrease Is attri
buted to the hospital's, policy
limiting the number of patients
eacn montn to 300 to meet war
time shortage of clinicians,
nurses and hospital help.

Rations of sugar for home can
ning this year will be smaller
and will be harder to get, the
office of price administration
revealed today.
Under a drastically curtailed
rationing program, 20 pounds
will be the limit of the canning
allowance for one person. Any
one family will be held to 160
pounds of canning sugar.
No ration stamps will be
validated for canning sugar. All
allotments will be made direct
ly by local ration boards. Rations
will be determined according to
an OPA scale of estimates, with
a limit of one pound of sugar
for each four quarts of fruit or
fruit juices. .
Stocks Low .
Major reason for curtailing
this year's program. Price Ad
ministrator Chester Bowles said
is that sugar stocks are the low
est they have been for any Feb
ruary since the war began. The
loose rationing system which
prevailed last year resulted in
an over-usage of 300,000 tons,
OPA said.
The total 1945 home-canning
ration will be 700,000 tons, the
same amount allocated in 1944.
Stamps and certificates for
1,000,000 tons actually were is
sued last year, Bowles said.

France to Supply
Billion Dollars in
Reverse Lend-Lease

pects to manufacture a billion
dollars worth of Allied war ma
terial during 1945 In an attempt
to reimburse the Allies for lend
lease supplies given the French
Army, according to the French
Press and Information Service,
She hopes to supply 2,000.000
uniforms to the American Army

struments and timber, the an
nouncement said. Some of the
raw materials will be shipoed
from America, but the French
