Session Mostly Serious; Pay
Ends After Feb. 26; Much
of Work in Committees.

Today is the 26th day of the
43rd regular session of the Ore
gon legislature, and over half
way to the 80th day when the
pay of the legislators stops.
Yesterday was the last day
when bills could be presented
to the House by individual mem
berg. From now on they must
have them approved by the Leg
islation and Rules committee, or
introduced as committee bills by
various groups.
The senate, however, has no
such rule, and its members may
introduce bills Up to the last
day of the session, although if
they do, they will more than
likely be snowed under the ac
cumulated mass of unfinished
work.

Only 345 bills had been Intro
duced to both Houses up to noon
yesterday, and it would appear
that the total number of bills
may not go above 700 or 800.
While the members have their
fripperies mid jokes and pet me
morials and bills, the tone of
the 1945 session has been ser
ious, during its first four weeks.
The legislators on the whole
seem to feel that wartime is no
time for fooling around, and are
primarily engaged in passing
only new measures which have
been found necessary, adminis
tration bills needed for - the
smooth operation of state gov
ernment, and bills correcting
past mistakes.

many of the members, many
others are making a real sacri
fice to attend, and many are de
termined to have the work fin
ished by the 50th day, or as
soon as possible thereafter.
It was only during the past
week that either House has
been in session more than a to
tal of half an hour or an hour
each day, leading some specta
tors to believe that little was
being accomplished.
Much of the work of the legis
lature, however, is done in com
mittee meetings and uuormai
groups.

and three of the state's four
House members were guests of
honor last night at the annual
dinner of the University of Ore
gon alumni.
A pretty WAC presented Morse
with a large box of oats as a
gift for the senator's horse.
The House members present,
all republicans, were Harris Ells
worth, James W. Mott and Low
ell Stockman.
Edgar W. Smith, member of
the Oregon Board of Higher Edu
cation, outlined a $5,000,000 two-
year school building program
planned for the state after the
war.

Mrs. Elaine Monfredl Wisecar
ver, 21, former bride of a 14-
year-old schoolboy, was booked
at county Jail today after failing
to appear in superior court to
answer charges of child steal
ing. The court issued a bench war
rant for her arrest after she
failed to appear.
The deputies were forced to
break down the door at her
mother's home as Mrs. Wisecar
yer, refusing to come out yelled:
