faith that the principles of the

mit to the current session of the
Imperial Diet a proposal to legis
late lotteries "on a large scale,"
Radio Tokyo said Thursday in
a broadcast recorded by United
Press.
Legislation of hitherto pro
hibited lotteries is one at several
bills "decided by the cabinet as
necessary for Japan's sound eco
nomic system," Tokyo said.

ment that a uniform and gener
al system of education shall be
provided In Oregon, the educa
tional advantages for children
of the state are as varied as the
development in 1898 school dis
tricts, Rex Putnam, state super
intendent of public instruction,
held today.
The economic disparity of
school organization In the coun
ties has caused a situation
where it is impossible to obtain
fully . and adequately trained
teachers in some sections, Put
nam said.
In explaining the financial
setup of the state school system,
he said that the state provides
30 per cent of school support,
including the $3,000,000 income
tax-derived support fund, while
12V4 per cent comes from the
individual counties and 57 Vi
per cent is supplied from taxes
on real property of the school
districts. The latter figure
varies from district to district,
Putnam declared, citing one in
stance where property worth
$5000 would pay $3, while in

Close Ashland USO
For Three Months
After New Year Day
Ashland, Dec. 29 Mrs. Will
Dodge, chairman of the Ash
land USO council, announces
that for the next three months
the local club will not function.
At a recent USO council
meeting a careful survey of ex
isting conditions was made and
it was voted to make an appeal
to the national USO that the
Ashland club not be closed per
manently at this time, but in
stead be placed on a stand-by
basis so that when the weather
is better if there should be an
increase in attendance at Camp
White the 'club could at once re
open. This petition was granted.
The club will be open New
Year's day and evening, but
thereafter will be closed until
further notice.

Rep. Walter C. Ploeser, R-, Mo.,
predicted today that it would
be necessary to keep military
pressure on Japan for many
years and said the United States
should formulate a definite po
litical policy for the. Pacific im
mediately. Ploeser, a 'member of the
House Naval Appropriations
subcommittee who returned
this week from a tour of the
Pacific, said in a statement that
the Pacific had become "an
American link which must be
maintained and defended."
"It appears that for many
years, we must exert naval and
military pressure against the re
birth of Japan as a military
menace," he said. "While car
rying the burden of the Pacific
fight, American force hare
taken numerous strategic is
lands. Some were American
possessions before Japanese con
quest; others were Japanese and
others belonged to our allies.
"The future of these islands
should be determined now."

the United States should "decide
now what bases it needs and
say so" and then take necessary
steps to secure title to such
bases.
Rep. Ward Johnson, R, Calif.,
who also made the trip, said he
agreed with Ploeser and felt
that the United States should
"retain all bases we need for
defense."
