ed, the navy said, and are now

sel to be lost in this war, the
navy said.

Indian Representatives Most
Talkative In Stating Po
sition On Questions
Rye, N. Y.. Nov. 14. (U.F9
A series of conflicts had develoD-
ed at the International business
conference here today, as delib
erations entered the delicate
stage on such Items as cartels,
tariffs trade, restrictions, and
monetary matters.
Indian representatives, most
vocal of the 52 nations repre
sented, have stated their posi
tions positively on most of the
moot questions. Their statements
loosened the mimeograph ma-
cnines ol tne other croups which
now are giving a hitherto starved
press i batch of "copy" which is
more than lt can handle.
The outstanding rjoints of con
tention that have developed to
date arc:
1 The so-called key currency
plan which provides for stabiliz
ing the dollar and pound ster
ling and linking other currencies
to those two units. This is the
reverse of the method proposed
at Brctton Woods and has been
vigorously opcosed bv the In
dian delegation here.
2 Retention by Great Britain
of its empire preference policy.
This policy favors dominions and
colonies against other nationals.
The United Stptes delegation, op
posing tnis, has said that if the
United States is willing to re
duce tariffs Britain ought to dis
card the preference policy.
3 Cartels. The first meetings
on this principal topic of the
conference brought sharp cen
sure from the Indians. The Neth
erlands group favored the cartel
arrangement, while the British
were .cagey In their comment.
The United State.i group appear
ed to be feeling its way, but It
read to the conference the Kil-
gore report Just released by a
senate committee.
4 The place of the backward
nation in foreign trade. India
insists on rights to trade directly
with the United States, instead
ot through Great Britain, giving
the latter the dollar exchange
Involved In the transaction. Mex
ico wants to buy machine tools
and machinery and not consumer
goods from the U. S. as the for
eign economic administration in
sists at present. South American
nations generally want their
place In trade so that they can
buy our goods for their raw ma
terials. B Blocked sterling balances
which have been accumulated
in India to the extent of $4,000,-
000,000 were brought up by the
Indian delegation which hoped
the conference would give them
more attention than Bretton
Woods did.
There are many other prob
lems to be threshed out In the
discussions which continue here
for the remainder of the week.
So far the arguments have been
orderly and there is no hint
that the conference will break
up without bringing together the
diverse opinions of the various
dplegatlons. No attempt was
being made k work out a defi
nite policy agreement which
would be adhered to by all rep
resented. SAMPLE CIG3 '

Helpless because of their own

In Canadian Hands
Chicago, Nov. 14OJ.R) An
acute clgaret shortage prevailed
in Chicago today but Canadian
delegates to the International

right.
One member explained that
there isn't a shortage in Canada
and that when a delegate went
home he returned with all the
cartons he could comfortably
carry. Thus far the Canadians
have had no difficulty with cus
