Froscope's Social Affairs

The State department has no
Intention of revealing the "inim
ical activities" of Finnish Min
ister Hjalmar J. Procope or of
telling Procope or his govern
ment anything except that the
minister and hia three counsel
ors were persona non grata, it
was learned tonight.
There was no confirmation in
official circles that their expul
sion was the result of reports
that the men whose homeland
is at war with Soviet Russia
and Great Britain had talked
out of turn.
Unofficial sources, however,
believed that the almost un
precedented action the last
similar case occurred in loaa
was because of Procope's
conversations at social affairs
which officials feared were pro
moting suspicion of the Soviet
Union.
Despite the strained relations
between Finland and the United
States in the last three years,
Procope has been a popular
member of the diplomatic set
and has continued his social
activities without much change.
The United States, during
these years, has used all of its
powers of persuasion to get Fin
land out of the war. During
the recent unsuccessful Russo
Finnish peace negotii tlons, it
worked assiduously behind the
scenes for an agreement.
Meanwhile, Rep. Harold Knut
son,. R., Minn., told the House
that "thanks to President Roose
velt and Secretary of State Hull
the Republic of Finland will
shortly be a glorious memory."
Knutson said It was not long
ago that the administration
pointed to Finland as "the shin
ing example of honor, honesty
and rectitude," but that now
millions oi Americans "feel hu
miliated over the shabby treat
ment that this administration
has accorded the Finnish peo
ple." He blamed the president
and Hull for giving "the Rus
sians a free hand to invade
Finland and wage a war of
extermination."
Knutson said he could not
understand why this country
would ask FlnlanJ to declare
war on Germany and not insist
that Russia declare war on
Japan,

pneumonia. Her condition has
been reported as improving.

My Chart Reads:
To think there is any more necessity for unemployment during peace
times than during war times is dangerous nonsense. We had 12 million
unemployed in 1931, '32 and '33. Americans are being killed on the
world's battlefields today because we neglected to put a sufficient
number of these unemployed workers to work preparing for the defense
of our country. A sufficient number of workers must always be kept
at work in public works to induce capacity production of wealth. A na
tion's crime and weakness is its inability to keep all its workers fully
employed. Our economy must be so constituted as to at all times
furnish full time employment to all employable workers wanting jobs.
