Medford Co-Pilot Pays Call
On Distant German Cousins

Kemnitzer, 25, of Medford, Ore.,
co-pilot of the Flying Fortress
"Puppy Breath," paid a strictly
non-social call on hi umpteenth
cousins a dozen times removed
when he took part in a recent
Eighth AAF bombing atack on
industrial targets near Chemnitz,
Germany.
"I practically got a crack at
the old ancestral homestead,"
said the uregon incr on ins it
turn from the longest round-trip
and fighters were going down all
over the sky. It looked as though
someone had lit a whole boxful
of matches and tossed them Into
the air. I saw a Messerschmitt
109, its pilot apparently dead,
smash head-on into a Fort just
ahead and a little below us. An
other Fort slid under us blazing
like a torch but still firing from
all guns."

Before joining the AAF, Lt.
Kemnitzer was employed by the
Great Northern Railway at
Klamath Fails, and prior to that
overland mission of the Eighth was athlPtic coach at Butte Falls
Air Force to date. "Hundreds of
years ago, when. Germany was
just a bunch of little kingdoms,
my great-great-great-and-t hen-some-grandfather,
named Chem
nitzer, founded the town of
Chemnitz. Thank God at least
one of his offspring later moved
to America. I wouldn't want to
be living in Chemnitz or any
where else in Germany today."
Lt. Kemnitzer described the
mission as the toughest of the
eleven he has flown thus far.
"At least 100 Nazi fighters hit
us en route to the target," he
said, "and they pressed their at
tacks to the point of flying right
through the formation. Forts

of Southern Oregon College of
Education at Ashland. Rocently
he was awarded the Air Medal.
Lt. and Mrs. Kemnitzer are
the parents of a son, William
Fred, born May 18 at the Camp
White Station hospital. Mrs.
Kemnitzer is making her home
at 1815 Prune street, Medford.

The landlord's first responsi
bility under the Rent Regula
tion is the registration of his
rental property. This must be
done for all living units and
each unit must be identified so
that an inspector may locate it
without difficulty. The land
lord is required to complete this
registration and file it in his
local area office within thirty
days from the time of first rent
al. Penalties are provided In the
Act for failure of the landlord
to register. Also, in case the
rent director should lower the
rent, the cut is retroactive to
the time of first rental, or Oc
tober 1, 1943, whichever is
later.
This applies to all rents reg
istered now and henceforward.
Registrations must be made for
housing accommodations just
put on the market for the first
time, whether they are newly
built units or provided through
remodeling or division of floor
space formerly rented.
Variation Illegal
The first rent is the Maxi
mum Legal Rent until and un
less the rent director has occa
sion to change the amount of
the rental. Any variaion "ex
pect to charge less" is illegal,
without due process through the
local rent control office and an
order from the rent director.
These registrations when
filed in the local office are
dated, processed, and stamped
and are segregated according to
their classification, such as five
room house, two room apart
ment, etc. Each case is sub
mitted to comparison to similar
rental units to determine wheth
er or not it is In line. The cri
terion for final Judgment is
similar rentals on the freeze I
date, March 1, 1942. In other I
words, a new rental must be
within a reasonable range of ,
similar rental! on the freeze
date.
If from the comparison made
In the office the new registra
tion appears within a typical
range, it is filed and the land
lord's and tenant's copies are
mailed to them. If it appears
higher than the typical range
on similar accommodation, lt is
set aside for inspection. In Its
turn it is checked by a rent In
spector and if it still appears
too high, a rent director's initi
ative proceedings results. The
landlord Is notified of this pro
ceeding and ii given an oppor
tunity to give his objections to
the proposal.
All these objections must be
made In writing and are made
a part of the file. The complete
file is checked again by the In
spector then by an examiner,
who finally prepares an iTder
with his recommendation for
the rent director's signature.

mum legal rent until and unless
It is changed again by the rent
director.
Registration under the regula
tion must be made for every liv
ing unit for which rent is
charged, whether in ash or
services. Even temporary or
emergency rentals must be reg
istered. Business and profes
sional rentals do not come un
der the rent regulation or the
Jurisdiction of rent control.
Farms Unregulated
In the case of farm property,
the rental does not come under
the regulation. The test to be
applied to determine whether
or not the nroperty is a farm
is whether the tenant is en-1
gaged for a substantial portion
of his time in farming opera
tions thereon.
Registration blanks are avail
able in the local rent office.
They may be completed in per-
son at the office by the land
lord or will be mailed upon re
quest. They are made out in
triplicate and the original re
mains in the office after pro
cessing as outlined above. The
duplicate goes to the landlord
and the triplicate to the tenant.
Except in the case of room
ing houses and hotel rentals,
each change of tenancy should
be reported to the rent control 1
office on Form D-25. This form
Identifies the living -unit, the
amount of rent charged, pro
vides a record of any changes j
made in the rental and Is signed
and dated by both the landlord ;
and the tenant. It is required
to be filed by the landlord.

foothold on the beach we are at
tacking.
Leg-weary small boatmen re
turning to this amphibious trans
port from the first wave are al
most reverent in their praise of
American infantrymen who
charged the beaches in the face
of murderous fire. Each coxswain
and gunner tells the same story.
The first crest rode in a chop
py sea without being fired unon.
On the beach most of the LCVPs
and LCMs. grounded on a sand
bar a few feet from shore. GIs
removed their rifles from water
proof containers and prepared
to wade through hin-deen surf.
Then the boat ramp went down.
The Yanks charged.
Met Bullet Stream
They were greeted by streams
of .50 caliber machlnegun but-1
lets coming from concealed Ger
man pillboxes.

back from the initial assault.
"Everything was quiet as we
approached the shore," he said.
"Most of the soldiers thought the
beach would be a pushover. My
gunners, Lowell Duncan, 18. a
seaman 1st class, from Muske
gon, Mich., and Fred Backus, 19,
Russell, N. Y., yanked down the
ramp. The Infantry officer drew
his pistol and waved his men af
ter him as the first group of
men left the boat. The machine
guns opened up. They mowed
the troops down. Still the men
In the boat pressed forward, but
the fire dropped them Into the
water. We pulled out as fast as
we could. I never saw anything
like those troops running right
Into the face of that fire."
One In 98 Survives
One of the navy boatmen loud
est In his praise of the infantry
men was Jerry Dever, SIC, of
Tacoma, Wash., a gunner aboard
an LCM which hit the beach
with 96 soldiers.
None of them faltered," De
ver said. "They followed their of
ficers, shouting as they went, but
the fire was too much for them
I saw only one man reach shore."

Moorehead, Minn., In command
of the boat.
Dever," he said, "leaped In
to the surf before I could stop
him and piled seven wounded
men into the craft before the fire
forced us to shove off."
