irtside congress trying to get
some arrangement for continu

corporation food subsidies, which
will make the consumer and

not as high as they are by mak

IN short, the White House meth-
a nri i to rnmnromisfl at what
ever negotiable point It can find
In order to stave off another gen
eral wage and price Increase.
Weeks will be required to work
it out, if It can be worked out,
and the effectiveness of the re
sults cannot even be guessed.
The crisis has war and polit
ical aspects as well as economic
significance.
Coal production already has
broken down to the point where
suffering In many localities can
be expected this winter. Pro
duction initiative was disturbed
long before the recent crisis by
the fact that sons and friend"
of miners were able to find
other war work paying higher
wages.
Then also the railroad broth
erhoods are a powerful group,
which usually gets what it
wants. A rail strike obviously
cannot be allowed in view of
war necessity, even If it Is voted.
The rest of union leadership
obviously is holding back to see
how these two vanguards come
out before bringing forward
again their pressure for a gen
eral wage increase.
A LL this agitation Is, of course,
hAlnff iigpri hv Bvrnes to
frighten congress Into a com
promise on a food subsidy, but
apparently without much eiiec,
Even ii Mr. Roosevelt s com
promise plan Is successful, : it
probably will lead the nation
Into higher inflationary ground
but apparently he hopes the
ground will be beclouded so as
not to scare anyone. Also, such
negotiated decisions must be
temporary.
Both labor leaders and farm
leaders apparently justify their
existence by planned successive
campaigns to increase wages
and improve conditions without
end. Their organizational set
ups are such that they cannot
