The proposed ten billion dol
lar boost in federal taxes to
drain off "inflationary excess
spending money" in the hands of
the public. Is now offset by a
proposed ten per cent fed

hinted, is awkward in its spend

It for them. John Q. Public,
sometimes known as Joe Pungle,
upends his war boom cash for
$9 whiskey, T-bone steaks, fur
coats for the Missus. He only
gets rid of it by the fist-full, and
lasts quick. The Hon. Sam Bu
reaucrat spends it in box-car
lots for votes, repainting Utopi
an rainbows, and a quart of milk
per diem for the Hottentots. The
governmental spendthrifts are
limited by neither time nor
space, nor the alleged gasoline
shortage. They stray far to per
form humanitarian squandering
Mr. Public, alias Pungle, is re
stricted to his own home town.
Now a federal sales is something
else. It is viewed with horror
by politicians both clever and
clumsy. It is sane, sensible, and
nobody can get out of paying it

Stalin, Mussolini and Hitler was

they came into power, then in
each cac add the number of

each of their ages. The results

Churchill, 3886; Stnlln, 388S;
Mussolini, 3886 and Hitler, 3888.
Quite a coincidence. But there's
still a bigger coincidence. In

How Strong Is Germany?
Major General George V. Strong, Chief of U. S.
Army Intelligence recently declared the German
army and air force are stronger today than four years
ago, wnen f oiand was invaded.
Naturally from such a source, the statement caused
a tremendous sensation
ana cnucism.
The General has been
Nazi, through a dope fiend, to a damned and unmiti
gated liar.
THE surprising thing is
to these accusations,
able to determine, made any explanations, or pre
sented any supporting evidence.
Which, as we see it, is unfortunate.
For one does not have to be in the confidence of
U. S. Intelligence to have
the statement was made; HOW it might well be liter
ally true: and still not in any sense mean what 99 out

AS Paul Mallon pointed
campaign to counteract
confidence regarding the
following the surrender of
this statement from the head of U. S. Intelligence was
a part or tnat campaign. Therefore to take the state
ment, with a certain pinch of salt, is justifiable.
On the other hand, there is no reason to doubt the
statement is FACTUALLY
wen De stronger on the land and in the air today than
she was when Poland was invaded.
This would not mean Germany is so strong today,
but comparatively speaking, was so weak in actual
military effectives when the war began.
IN all likelihood Germany

from the United Nations standpoint, and a fact
which in the press report of General Strong's state
ment at least was not mentioned, was the obvious
fact that the strength of the allied nations has in
creased in that period a hundred fold.
Where the German strength has increased perhaps
2 or 3 percent, in the past four years the allied
oirengtn, on land, sea and in the air, has increased
from practically nothing, to probably the greatest
military force the world has ever seen.
JN other words while General Strong's statement may
well be literally true, and in view, of the over-
sanguine state of the public
as corrective propaganda;
truth, and its implications
ior out oi iuu people who read the statement un
doubtedly took it to mean, that Germany would be
more difficult to defeat now than would have been
the case Li 1939.
, This obviously is completely false I
In 1939 Germany had "the world bv the tail with a
down-hill pull," not because
ingly strong according to present military standards,
but because the democratic world was so weak and so
completely unprepared.
IN the ensuing four years

A Willkk Postscript
Well as a postscript to the Willkie problem, a
certain group of Missouri Republicans sent their
titular leader a communication recently asking him
if not renominated would he support the Republican
i:cket?
It is to the credit of Mr. Willkie that he did not
try to hedge in any way, but came back promptly
and straight from the shoulder as follows:
"I shall support my party ONLY If my party supports
my countryl"
But from a POLITICAL standpoint, what will
be the result? Those who signed that communica
tion, and many other Republicans will resent the
clear implication that the
urant might during this war fail to support their
country, and their opposition to Willkie, ex-Democrat,
will be stronger and more bitter than ever.
bo again why lead with your chin Wendell?
Why go out of your way to antagonize a definite
Republican group the support of which you must
have to get the nomination? Would not the same
idea have been expressed without any political in
jury and without any self-stultification if the an
swer had been slightly changed as follows:
"I shall certainly support the Republican party as long
as It continues to loyally support my country, whether I am
its standard bearer or not."

their Black sea shore positions.
The prospects that the Rus
sians could smash the line at
Kiev has been widely analyzed.
But there Is a third opportunity
northward around Smolensk
which has not drawn much at
tention. There they could force the
Germans . back against the im
penetrable Pripet marshes and
divide the German army north
and south of that vast swamp,
thus hindering their communi

ability to resist.
Any one of these three Rus

should cause panic among the
German people.

Congressman, Fourth Oregon District

(Special Correspondence) Ore
gon, Washington, California and

Production board and the Man
power Commission over the re
cent direction from Donald
Nelson's office declaring that
no new contracts for war ma
terials are to be awarded on the
Pacific Coast because of the
manpower shortage there. Fig
ures we have indicate the man
power shortage is In spots and
not universal.
- This order goes even deeper
than just new contracts. I have
lately talked with representa
tives of several small manufac
turing concerns in Oregon who
are back here for renewal of
contracts. These men have been
informed that the order applies
to ALL contracts. As a result,
several concerns that have been
in business for many years will
be liquidated.
The plight of small business
all over the United States is sad.
The only difference between
the troubles of Oregon small
business concerns and such busi
nesses in other sections is that
we have Nelson's manpower di
rective as a sort ot coup de
grace. Our little business is go
ing to be put to death quickly
rather than go through the lin
gering death period being suf
fered by those in the other
states.
e
LAST Saturday members of
the house from Oregon and
Washington met in Homer
Angell's office to develop a plan
and basis for protest against
the Nelson directive and to
ask exception at least for the
establishment of an alumlna-
from-clay plant in the northwest.
A committee of three was
named to confer with the War
Production Board and plead our
case. Yesterday I was requested
to serve with a committee of
California Congressmen which
is also going to discuss the Pa
cific Coast manpower directive
and perhaps make a formal pro
test to Nelson. Pacific Coast
members of congress are pretty
much wrought up over the sit
uation as the above outline of
activities indicates. Fact is,
some of us suspect that the di
rective is actually not necessary
and that it Is an indirect method
of putting the brakes on west
ern industrial production. The
Pacific Coast is showing defi
nite signs of becoming industry
minded, thereby threatening the
former manufacturing domi
nance enjoyed by the East and
Midwest.

The bill was reported out fa
