of the glamorous diamond-mining
Industry, there is only a
small diamond cutting industry
in the country. Thus far, no at
tempt has been made seriously
to Invade the rich diamond cut
ting field practically monopoliz
ed before the war by the DutAi
in Amsterdam.
Since the fall of Holland,
America has taken over a large
share of the diamond cutting in
dustry, and Brazil and Palestine
also have become centers for it.
South Africa, however, has only
between 250 and 300 men em
ployed in shaping the Jewels;
about one-tenth of the number
employed in the United States or
Brazil.
According to Mr. J. Kleinman,
a leading Johannesburg diamond
merchant and cutter, the cutting
industry in South Africa could
easily provide employment for
300 discharged soldiers, but the
apprenticeship laws prohibit the

regulations allow only one ap
prentice for every five men em
plpyed. Kleinman pointed out,
while at the same time a con
siderable number of polishing
machines cannot be worked to
day due to a shortage of labor.
Many diamond cutters have

South African diamond mer
chants see in the government
rules restricting the training of
new diamond cutters the loss to
South Africa of part of a profit
able trade. While the Union ex
ports the bulk of uncut gem
diamonds, other nations benefit
by cutting them. The merchants
argue that the establishment of
a large diamond cutting Industry
in the country would not only
create employment, but mater
ially Increase the value of South
African diamond exports.

main purchasers of South Afri
can gem diamonds.

Highway damage from the re
cent Willamette valley flood was
lighter than had been expected,
Chief Engineer R. H. Baldock
reported today after accompany
ing Highway Commission Chair
man Henry F. Cabell on a tour
of the area.
' Baldock said estimates of dam
age totaleabout $63,000. All
of the flood damage will have
been repaired by the end of next
week he predicted.
The Marion-Polk bridge be
tween Salem and West Salem,
which was damaged to the ex
tent of about $15,000 when a
nearby skating pavilion broke
loose from its foundations and
was swept against the west ap
proach of the span, will be re
opened to pedestrians today
and to vehicles Monday or Tues
day, Baldock said.
