DEAL WITH JAPS
All-India Congress Party
Asked to Favor State
ment in Draft Resolution.
New Delhi, Aug. 5 (IP) The
British government for India re
ported today that Mohandai K.
Gandhi had proposed to his All
India congress party this declaration:
"If India were free, her first
step would be to negotiate with
Japan."
Gandhi himself, in Bombay,
acknowledged use of such lang
uage but suggested it was for
bargaining purposes and said he
wanted to help China.
The statement on negotiating
with Japan was contained in
Gandhi's draft of a resolution
calling for a civil disobedience
"campaign by the All-India coa
Kress party.

was rejected after a more moder
ate nationalist leader. Pandit Ja
waharlal Nehru, vigorously op
posed it. A resolution couched
in different term$ now is being
considered by the party's work
ing committee.
I Gandhi's draft, as released to
day by the government, was quo
ted as saying:
"Japan's quarrel is not with
India. She is warring against the
British Empire. India's partici
pation in the war has not been
worth the consent of the repre
sentatives of the Indian people.
It was a purely British act. If
India were freed, her first step
would probably be to negotiate
with Japan.
Stale Enjoys Record
Year On Liquor Fees
Salem, Aug. 5. (IP) The
State Liquor Control commis
sion reported today it had its
biggest year in history during
the year ended June 30. its total
liquor sales being $13,924,844
compared with $10,339,657 dur
ing the year ended June 30,
1941.
Most of the gain was made in
the state stores located in cities,
k rural agencies showing no in
' crease.
The commission's profit for
the year was $3,143,174, com
pared with $3,902,842 in the pre
ceding fiscal year.
Sales of liquor permits were
up from $110,408 to $138,280.

Bulkeley Decorated
for Daring Exploits
in Philippine Seas
Washington, Aug. 5. (IP)
President Roosevelt personally
bestowed the Congressional
Medal of Honor today on a
young navy lieutenant comman
der, Join D. Bulkeley, for his
daring exploits as commander
of a motor torpedo boat squad
ron for four months in Philip
pine waters.
It was Bulkeley and the men
of his mosquito boat squadron
who eluded the Japanese and
evacuated Gen. Douglas MacAr
thur and President Manuel
Quezon of the Philippines from
beleagured Corregidor bland.
But the citation accompanying
the award of the nation's highest
military honor did not even
mention this.
Bulkeley won the medal, in
stead, for operations "believed
to be without precedent" in dam
aging or destroying "a notable
number of Japanese enemy
planes, surface combatant and
merchant ships and in dispersing
landing parties and land based
enemy forces during the four
months and eight days of opera
tion without benefit of repairs,
overhaul or maintenance facia
ties."
Colorado Picnic in

Ban Iron and Steel
In Mattress Making
After September I
Washington, Aug. S (IP)
The war production board today
prohibited use of iron and steel
in mattresses after September 1.
and in studio couches, sofa beds
and lounges after November 1.
Simultaneously, WPB fixed
strict quotas on production of
bed spring frames.
The order will stop produc
tion of innerspring mattresses
entirely and force bed spring
makers to use wood or some
other substitute in spring frames.
Under the new restrictions,
processing of iron and steel for
use in mattresses, pads or pillows
is halted immediately. During
the rest of this month, manu
facturers may use an amount
of iron and steel equal to his
average monthly consumption of
the metal during the year ended
June 39, 1941 provided It is al
ready processed or fabricated.
Stocks of buttons, ventilators,
handles and eyelets may be used
until exhausted, but further pro
duction of these accessories is
prohibited.

An outline of the program for
physical fitness which the Fed
eral Security administration is
promoting for the nation was
given yesterday afternoon by
George Holstrom, Washington.

who spoke at a meeting in the
courthouse auditorium attended
by representatives of various
city and county health groups.

groups.
Mr. Holstrom opened his dis
cussion by stating that the phy
sical fitness program should not
be confused with mere "setting
up exercises" and explained that
it was a long-term 'effort to
bring every person in America
up to his full standard of health
in order that the nation as a
whole would be able to cope
with the strain of war.
In Three Phases
The program is being set up
in three phases'acording to Mr.
Holstrom, including a pre
draftee program for prospective
service men, a program for in
dustrial workers and an over-all
program for the general civilian
population. It also includes a
recreation set-up which tends to
take care of the "soldier impact"
in districts where large numbers
of troops are quartered. Recrea
tion, nutrition, hygiene will all
be considered in the program he
said.
"We can be a healthy and a
victorious nation if we will all
do our part in the war efort",
Mr. Holstrom declared, and he
pointed out that one thing which
every person could do was to
bring his own physical fitness
up to a high level.
Discussion Follows
Discussion and questions fol
lowed Mr. Holstrom's talk and
several ideas as to the local pro
gram were offered. Two ideas
offered from the audience were
that the program must not be
one that required considerable
time, since time Is at a premium
for almost everyone during the
war, and that it should not be
"sugar-coated" but rather made
to appear as something absolute
ly vital In the war. effort' and
therefore necessary.
Mr. Holstrom was acompanled
to Medford by Donald Orputt of
Portland, field representative of
the Federal - Security agency,
who joined In the discussion.

ful member throughout her life.
On March 23, 1874, she was
united in marriage to John F.
Holbrook. Ten children were
born to this union, nine of whom
survive.
They cme to Oregon 33 years
ago and the past 12 years had
resided in Medford where Mr.
Holbrook passed away February
10, 1841. Since that time Mrs.
Holbrook made her home with
her daughter, Mrs. W. P. An
drews of 35 Vancouver avenue.
She is survived by nine chil
dren: G. L. Holbrook, Klamath
Falls, Ore.:D. C. Holbrook, Ore
gon City, Ore.; W. J. Holbrook,
Malin, Ore.; C. V. Holbrook,
Creswell, Ore.; L. R. Holbrook,
Alameda, Calif.; W. B. Hol
brook, Lebanon, Ore.; Mrs. W.
P. Andrews, Medford; Mrs.
George Anderson, Hastings,
Neb., and Madge Holbrook,
Charlotte. One daughter, Mrs.
Mettie E, Wright, passed away
in Portland In 1927. There are
33 grandchildren and 14 great
grandchildren. Also two sisters,
Mrs. Mary Moxley, White Hall,
Md., and Mrs, Martha Edwards,
Sparta, N. C.
Funeral services were held at
Conger's Funeral parlors, Sat
urday at 3 p. m., the Rev. W. A.
Daws officiating. Interment was
in Siskiyou Memorial park.
Lieut. Joe J. Patton of 1125
West 10th street was graduated
today from the Lake Charles
advanced flying school of the
Gulf Coast Air Force Training
Center, and received the silver
wings of the army air force, ac
cording to a news release from
Randolph field, Tex.
Graduation day marks the end
of 27 weeks thorough, intensive
flight training for the class of
the Gulf Coast Training Center,
which Includes the center one
third of the United States.
Lieut. Patton's parents are Mr.
and Mrs. Victor F. Patton of'
1125 West 10th street. The new
army flyer is a graduate of Med
ford senior high school and
later attended San Francisco
university.
Seattle Women In
War Mobilization
Seattle, Aug. 5 (IP) Seattle
began mobilizing its woman
power today to fill 100,000 war
jobs in a hurry in shipyards and
aircraft factories.
Every woman capable of do
ing any sort of work was asked
to register during the next three
days at the city's nine high
schools and schools throughout
surrounding King county.
