Though Friendly With Ger
many, Argentina Must
Trade With United States
New York (U.R) Germany's
announcement of the extension
of her submarine zone of oper
ations to include the entire
Atlantic coast was not exepected
materially to alter the situation
with regard to United Nations'
hipping, but it posed a problem
for Argentina.
The Argentine government is
friendly with the Axil. Acting
President Ramon S. Castillos
administration has refused to
break diplomatic relations with
Germany, Italy and Japan, al
though 19 of Argentina'! 20
neighbors are either at war or
have no intercourse with Axis
countries.
Germany has tendered Argen
tina a full apology for torpedo
ing and damaging the 13,000-ton
tanker Victoria April 17, and
has offered to pay for damages,
Argentina, however, with o
S rowing merchant marine, must
ade with the United States if
she is to obtain badly needed
coal and petroleum and what
ever newsprint, machinery and
other manufactured products
she Is able to buy under prior
ity rulings. If her ships put
into United States Atlantic ports
In defiance of the German
blockade proclamation, they
will be subjected to submarine
attack as readily as if Argentina
had Joined her neighbors In
breaking off with the Axis. In
cuch event, there Is little like
lihood Germany would again
apologize and pay for damages,
which in any case would be of
no benefit to Argentina.
Chilean Ships Use Gull
Chile, the only other Amer
ican republic maintaining nor
mal relations with the Axis, dis
patches her ships to discharge
and load at Gulf of Mexico
ports, up to the present outside
the German blockade zone.
Argentine ships must pick up
coal and other products at east
coast ports. These products can
not be shipped overland to New
Orleans or Mobile, due not only
to prohibitively high freight
rates but also to the fact that
American railways probably
rack the facilities to, carry
them.
As submarine activity con
tinued unHbated in Caribbean
and northern South American
. waters, some South American
sources voiced susplcian that
U-boats were getting valuable
aid in the Western Hemisphere
area from so-called neutrals
within or close to the Axis
orbit.
Military men In Dutch Guiana
were reported apprehensive over
the situation said to exist in
neighboring French Guiana, a
Vichy-controlled colony whose
capital, Cayenne, has for gener
ations been notorious as the seat
of France's overseas penal col
ony. Spies May Be in Cayenne
' A correspondent of the Dutch
Indies Anita news agency in
sinuated that Cayenne may now
be a center of Axis espionage
reporting on shipping move
ments, if not actually a supply
base for Axis submarines.
Certain newspapers in Brazil,
also a neighbor of French Gui
ana and a nation which has lost
a numbir ot ships to Axis sub
marines have urged United Na
tions action wilh regard to
French Guiana.
More recently the newspaper
O Globo ot Hio de Janeiro,
charged that Spanish steamers

Grading of the new Midway
highway from the Bybee bridge
across Rogue river will be com

work makes the road straight
from Agate school to Bybee

series of curves and dips near
the Bybee bridge. The road is
expected to be ready for travel
within a month.
