The war department announced
today that it would reduce the
number of officer assigned to
duty in Washington, replacing
many of them with members of
the new army specialist corps,
but made it plain that the new
organization was no haven for
Job hunters or draft dodgers.
In a directive to Owight F.
Davis, director general of the
specialist corps, Secretary Stlm
son outlined the policy for its
election of professional or tech
nical personnel for administra
tive duties, primarily to release
army officers for service with
troops.
Must Be Qualified
"All political or personal con
aiderationa will be rigidly ex
cluded," said Stimson, "and care
will be exercised to insure the
aDoolntment of men who 'e
fully qualified and specificaiiy
needed.
"Any attempt to provide em
ployment for men seeking a Job.
or pay at a higher rate than re
ceived In civil life. Is contrary
to approved policies and, of
course, cannot be tolerated.
"Moreover, it will be neces

Joseph S. Spencer, 64, resi
dent of Eagle Point for the past
80 years, passed away at local
hospital early Thursday morn
ing after several months Illness.
Mr. Spencer was born In Mis
souri on August 7, 1877. He was
not married.
He is survived by one half-
brother, Sherman Wooley of
Eagle Point, Ore., and an aunt,
Mrs. Lottie Ayers, of Eagle
Point.
Funeral services will be held
at Perl funeral home Saturday
at 2 c. m.. Rev. D. E. Millard
officiating. Interment will take
place In the Central Point ceme
