Spl.) Issuance of rationing
order No. 3, which sets forth the
regulations for sugar rationing
to Individual consumers and
trade users, as well a quotas
allowed industrial and lnstltu
tional users, was announced to
day by OPA.
Consumers, who will register
and obtain their ration books In
elementary schools through the
country on May 4, 5, 6 or 7.
may purchase one pound of
sugar with each of the first four
tames in their ration dooks.
Stamp No. 1 will be valid from
I May 5 to May 19, stamp No 2
' from May 17 to May 30, stamp
No. 3 from May 31 until June
13, add stamp No. 4 from June
14 to June 27.
Restaurants and other food
services will be able to obtain
80 per cent of the amount of
sugar used during the corres
ponding month last year, or the
amount used during March,
, 1942, while bakers, manufac
turers of confectionery, ice
cream, dairy products, pre
serves, bottled beverages, des
serts and other specialties will
. be entitled to an allotment of
70 per cent of past use.
Family Registry
Under the regulations, one
adult member of each family
unit should register for all mem
bers of the family.
Consumers who are not mem-
. bers of a family unit should reg
ister for themselves. Consum
ers not members of a family are
not eligible for registration
while confined in a public or
private hospital, asylum, prison
or similar institution.
Special provisions are made
Jot persons who, while not
members of family unit and
not confined to an Institution,
are incapacitated and unable to
'register for themselves. Such
Individuals may be registered
by the person caring for them
or by such other persons as they
designate.
Children born after the regis
tration dates will be entitled to
a normal ration of sugar, and
may be registered at any time
at the rationing board where
the parents or guardans are reg
istered. Get Books Later
- Consumers who did not re
ceive a ration book at the time
of registration because of own
ership of more than six pounds
of sugar will receive their ration
books by applying to their local
boards, but only after "the com
mencement of the latest ration
periods which stamps become
valid having a weight value
equal to the excess sugar supply
owed on May 4, 1942."
Persons inducted Into the
armed forces or those leaving
the United States for more than
30 days must surrender their
ration books to their local
boards. Rationing books must
also be returned to the board
within 10 days after the death
of a person for whom the book
was Issued.
Persons who become confined
to an Institution for a period
likely to exceed 10 days must
surrender to the Institution
head their ration books, which
will be returned to them upon
discharge.
While army and navy per
sonnel "subsisted in kind or
fed "in organized messes" are
not eligible for a ration book,
members of the military estab
lishments who eat at home
should register like other con
sumers. Army and navy per
sonnel "In furlough status for
a period in excess of one week
are entitled to their sugar ration
for the furlough period, and will
receive a purchase certificate
upon presentation of leave
papers to any rationing board
where special provisions are
made for consumers May 4. 9,

shown, they may register after
May 21 at their local rationing
board. In cases of unusual hard
ship, boards may permit, at their
discretion, registration before
May 21.
Special Provisions
Special provisions are also
made for consumers who be

sugar In the quantities allowed
during each ration period. Such
a consumer may apply to his ra
tloning board for a certificate
authorizing him to purchase at
one time the total amount of
sugar to which he would be
eligible during four weeks.
Lost Books
Under the regulations, con
sumers may apply to local
boards for ration bocks to re
place those lost or destroyed,
but replacements will not be
made till after two months from
the date of the application. "To
make a false application." It
was pointed out, "is a criminal
offense.".
