staggered work hours system to-
aay.
Thousands of workers aot ud

or later so as to reduce peak
traffic loads. City and county
employees reported for work at
7:30 and 7:45 a.m. and were to
quit at 4 and 4:15 o'clock. Down
town stores opened an hour la
ter. The staggered hours system Is
the outgrowth of the rubber
shortage. The shortage has
thrown heavy burdens on pub
lic transportation systems.

Cantonment Truck:

Logging trucks and vehicles used
in cantonment construction are
in dire need of more tires, Ore
gon rationing officials said Sat
urday. Additional tire allotments
were requested, and Carl B. Cad
well, secretary of the rationing
administrator, said the situation
was "very critical all over the
state." He said state and county
pool quotas were exhausted.

Congressional leaders announc
ed today President Roosevelt
would send a message to con
gress In a week or ten days set
ting forth his views on neces
sary anti-inflation measures.
House Majority Leader Mc
Cormack said this message prob
ably would be followed shortly
by a fireside radio address on
the same subject.
Although he avoided use of
the word 'inflation." to which
the president has expressed ob
jection, McCormack said the
message to congress would deal
with "the cost of living during
the war". and with "the factors
that enter into It."
Wages would be included as
one of those factors, he said,
along with such other things
probably, as taxes, profits, and
savings. While the chief execu
tive's message is expected to be
more In the nature of an outline
of administration policy than
definite request for specific leg
islation, McCormack would not
go Into details on it.
The program, it was under
stood, has not been drafted in
its final form.
The message and the radio ad
dress which probably will come
along shortly afterward are ex
pected to present the results of
weeks of study by administra
tion officials who are confront
ed with the grave problem of
spiraling prices and expanding
purchasing power.

missioner of Police Holmes East
wood was asked to resign todny
by Mayor Harry P. Cain as a
direct result of the threatened
army ban which military offic
ials at tort Lewis had said
would descend on the city at
a a. m.
The ban has evidently been
postponed. Mayor Cain said this
morning, in order that the army
can watch developments In the
city's effort to rid itself of com
mercialized prostitution.
Mayor Cain said he called on
Col. Ralph R. Glass, post com
mander, early this morning but
wouia not comment on the sua
gestion that the ban had been
held up pending Commissioner
Eastwood s decision on resigna
tion which will be given to the
city council in a special session
this afternoon.
The mayor said there were
"other alternatives" If Eastwood
did not offer his resignation this
anernoon. -
