as engaged in a gigantic Job
of protection and fighting "in
all the seas and all the oceans"
against "one indivisible, total
enemy" the world over.
It Is "an Immense assign
ment," he said, but "your navy
is doing the job."
The secretary, - in a speech
prepared for a Chicago Associ
ation of Commerce Luncheon,
asserted that If some people
misunderstood his remarks of
January 12 to the effect that
Hitler was the principal enemy.
"the iavy didn't."
All One War
He said he wished to make
it "emphatically clear" that he
regarded the wsr in the Pac
ific, the Atlantic, Russia, China,
Malaya, Libya as "all one war."
Hitler "hatched this ghastly
conspiracy on the whole world
but the enemy Is one enemy
one indivisible, total enemy,'
he said.
The secretary devoted con
siderable of his talk to "the
vexations and misunderstood
business of security and the
public information policy gen
erally," reminding Americans
wondering what the Asiatic
fleet was doing that the Japs
"are more curious than you
are."
Japanese uncertainty over
what our fleet Is doing or
where it 1$ going, he said. Is

one of you to ask 'What Is Hit
ler going to do next?'". He
said it had manifest strategic

"On the 21st, curiously
enough, their compilation omit
ted any mention of a seaplane
carrier whose demise had been
solemnly chronicled the week
before."
He said he often was asked
why he wished to keep some
thing secret when he knew peo
ple already knew of it and have
been talking about it
My answer is that our en
emiesbeing past masters at
such tactics themselves- delib
erately plant and circulate ru
mors in order to confuse us.
Cooperation Given
The press and radio, the sec
retary said, have cooperated
perfectly, "And as newspaper
man it Is not easy for me to
be counselling restrictions, sil
ence and faith, but as know
ledge and understanding of the
problem spreads, skepticism and
confusion will diminish and the
people will realise why there
must be a news shortage as well
as a rubber shortage.
Discussing the navy's role "in
the long, grim days ahead," Sec
retary Knox said:
In 86 navy yards ships are
being born. A year ago 70 pri
vate yards were working for
the navy today Its twice that
many. The navy has 34 air sta
tions. . . . What we gained In
the destroyer trade with Britain
was not bases but the right to
build bases. They are being
built nearly half a billion dol
lars was spent on them last
year. . . .
"American sailors and mar
Ines are now serving In New
foundland, In Bermuda, In the
Bahamas. Antigua. Jamaica, St
Lucia. Trinidad and. British
Guiana. In the Pacific they are
scattered from the Arctic to the
far flung Islands of the South
seas and they will be back In
the Philippines snd In Guam
and Wakel"

SALVATION ARMY
ON WAR FOOTING
All Salvation Army buildings,
including hospitals, headquart
ers buildings, social Institutions
and corps halls, have been of
fered to the government in case
of any emergency and all offi
cers have been put on a war
time footing, Adjutant Charles
K. Cox, head of the corps here,
said today.
Adjutant Cox said that the
Salvation Army foresees un
precedented demands made
upon the nation's established
welfare institutions in the
months ahead. To aid in meet
ing this demand, the Salvation
Army has been placed on a war
time basis and Is prepared to
act In any emergency, Adjutant
Cox stated. It Is already assist
ing, he added. In many phases
of the defense program.
