ENEMY ALIENS TO
GET-CERTIFICATES
OF IDENTIFICATION
New Regulations Require
Application at Post Office
Between February 2-7.

today announced new regula
tion affecting the conduct of
German, Italian and Japanese
nationals throughout continental
United States.
The new regulations, Issued
under authority ot the presiden
tial proclamation of January 14,
1942, relating to alien enemies,
require all German, Italian and
Japanese aliens to apply at the
nearest first or second class, or
county seat, post office for a Cer
tificate of Identlf lcation. The re
quirement applies to all enemy
nationals 14 years of age or over
' or who have not yet taken the
oath of allegiance before a fed
eral Judge, the final step In ac
quiring American cltiienshlp.
The regulations provide for
two separate periods for the sub
mitting of applications for iden
tity certificates, as follows:
J, All German, Italian and
Japanese nationals residing- In
California, Oregon, Washington,
Nevada, Arizona, Montana, Utah
and Idaho are required to file
applications at the nearest first
or second class, or county seat,
post office between February 2
and February 7, 1942, inclusive.
Penalties Heavy
Failure to comply with the
new regulations may be punished
by severe penalties, Including
possible Internment of the enemy
alien tor tne duration oi me war.
The regulations require enemy
liens, In applying for Identifica
tion certificates, to provide a
photograph of themselves (to be
attached to the Identity card) and
to answer a number of questions
concerning their current activi
ties. Printed directions for the
filing of applications will shortly
be available at post offices.
The regulations provide that
after careful check has been
made of each application, the ap
plicant will be provided with a
certificate of Identification bear
ing his photograph. Index finger
print and signature. He will
thereafter be required to carry
the certificate with him at aU
times.
In announcing the new regu
lations, the attorney general
said:
Dual Purpose
The objective ot the depart
ment of Justice in issuing identi
fication certificates to aliens of
enemy nationalities is the dual
one of strengthening our internal
safety and protecting the loyal
alien, even If he has become tech
nically an enemy. The plan for
issuing these ' certificates was
worked out after consultation
with Lieutenant General J. L.
DeWltt, commander of the ninth
corps area.
"I want to make It clear that
In no .sense will our Issuance of
Identification certificates be a re
registration ot a portion of the
lien population. We are entirely
satisfied with the results of the
1940 national registration of
aliens, and this new procedure
will not duplicate it We deem
It essential, however, for the pro
tection of loyal alien enemies, as
well as for our own national
safety, to obtain supplementary
information of all German, Ital
ian and Japanese pon-cltizens
and provide them with Identifi
cation certificates bearing their
photographs.
