"If war eventuates," Navy Sec
retary Knox wrote, "it is believ
ed easily possible that hostilities
would be initiated by a surprise
attack upon the fleet or naval
base at Pearl Harbor."
This, he said, reveals "Inher
ent possibilities of a major dis
aster." In the order of their im
portance, and probability , he
lUted the "dangers" aa air
bombing attack, air torpedo
plane attack, sabotage, submar
ine attack, mining, bombard
ment.
The letter was forwarded to
Short and Kimmel with orders
to cooperate in making suggest
ed measures effective.
Beginning with Nov. 27, 1941,
succession of messages was
sent to Kimmel and Short env
phaslilng the danger of the situ
ation Including one from Admir
al Harold Stark, the chief of nav
al operations to Kimmel "which"
the board said, "stated in sub
stance that tha dispatch was con
sidered a war warning."
It directed a defensive deploy.

Cedes Destroyed
On the third, fourth and sixth

went from Washington to Kim

ordered to do likewise.
"The foregoing messages did
not create in the minds of the re
sponsible officers in the Hawai
ian area apprehension as to prob
able imminence of air raids," the
board ssid.
"On the contrary, they only
served to emphasize In - their
minds the danger from sabotage
and surprise) submarine attack.
The necessity for' taking a stats
of war readiness would have
been required to evert or meet

sidered." On Dee. 1, the director of nsv

saying that Japanese fleet move
ments "indicated clearly that ex
tensive preparations are under
way for hostilities."

To this the board appended its
interpretation that:
"The naval Intelligence serv
ices in Hswsii, due to lack of in
formation indicating that the
bulk of the Japanese carriers
were st sea, concluded they were
in home ports."
A last warning was sent from

minutes before the attack advis
ing that an almost "Immediate
break in relations" was expected.
Every effort was made to ex
pedite it, but It did not arrive in
time "due to conditions beyond
the control of every ons con
cerned."

The Inquiry board was headed
by Owen J. Roberta, on leave as
associate Justice ot the U. 8,
supreme court.
The Roberts report, apparent
ly taking now from rumors that
