ery to raise $4,600,000,000 a
month to outfit the armed forces
of the United States and her war
allies for victory over the axis
powers.
Military, naval and production
experts tentatively set the cost of
the victory program at $130,000,

cost most than $56,000,000,000
in 1942; upwards of $60,000,000,-

may be reached in 1942, if in
dustry can swing into an all-out
war production that rapidly.
Big Finance Task
It is the treasury's gigantic
tcsk to finance these unprece
dented expenditures.
Taxes will be the heaviest in
this nation's history. Govern
ment borrowings will be stepped
up to a rate far outstripping the
Liberty loans of World war
No. 1. .
War taxes will Jolt everyone's
budget. Excise taxes are expect
ed to be increased and extended
to more articles. Many persons
must pay fncome taxes for the
first time. Individuals in the low
and middle-income brackets must
pay three, six, nine, or twelve
times as much taxes In 1942 as
in 1941.
Revenues Short
Defense expenditures. Includ
ing lend-lease costs, already had
forced the treasury to a virtual
war footing before the war dec
larations of Japan, Germany and
Italy against the United States.
Defense costs were accounting
for two-thirds of government dis
bursements. Revenues fell more than $9,
000,000,000 short of meeting gov
ernment expenditures in 1941.
The public debt climbed from
$45,000,000,000 to more than
$55,000,000,000. Costs of defense
and regular governmental func
tions topped $17,000,000,000,
while revenues approximated
only $8,000,000,000.

every stage of distribution under
direct restriction.
Maximum prices for these es
sential metals in America's war
effort are now set for mills,
warehouses, jobbers, distribu
tors, dealers, exporters, agents
and brokers.

the jobbers and dealers would
keep their prices in proper rela
tion to the restricted prices of
primary producers. OPA noted
that leading jobbers cooperated
"admirably," but admitted "cer
tain others" indulged in profi
teering and forced manufacturers
to pay prices from 50 to 200 per
cent above normal.
Handicapped Small Business
Jobbers and dealers in iron
and steel play an extremely im
portant part in war production,
since it is their task to keep ex
tensive stocks in their ware
houses and be prepared to make
quick deliveries when and where
there is immediate need. Through
these distributors, manufactur
ers and other users of steel are
able to obtain a great variety of
products in comparatively small
quantities.
Important Is the fact that
many small businesses filling
contracts directly or indirectly
connected with the Victory pro
gram are entirely dependent on
the distributing industry for
steel. The effect of exhorbltant
prices on these small business
men is obvious.
Stability Needed
Even users of "seconds," "was
ters" and "rejects" steel con
taining imperfections have had
to buy at prices well above those
which should be charged for
first grade steel.
In commenting on the situ
tion, Price Administrator Leon
Henderson asserted the effect of
this profiteering, "has been to
offset in large part the coopera
tive efforts of the steel industry
and OPA to keep steel prices
stable, an objective that must be
attained if our war effort is to
be successful and if we are to
avoid runaway inflation.'
