Senator Thomas (R-Idaho) said
today Secretary of State Hull
had informed him that the state
department would attempt to ne
gotiate with Japan for the re
turn of American citizens on the
Pacific islands of Wake and
Guam, now in enemy hands.
More than 600 Idaho residents
were employed on the islands by
the Morrison-Knudsen Construc
tion company of Boise, Idaho, on
defense projects, and Thomas
wrote Hull about their case.
"Arrangements are being
made on a reciprocal basis for
the exchange of diplomatic mis
sions," Hull wrote in reply.
"While an effort will be made
to complete similar arrange
ments for the exchange of non
official Americans, no assurance
has as yet been given that it
will be possible to effect the
return of Americans from the
islands mentioned.
"You may, however, rest as
sured that this matter has the
department's sincere and sym
pathetic attention and every
thing will be done that properly
can be done to bring it to a
successful conclusion."

GRID RULES CZARS
EXPAND PASS RULE
Chicago, Jan. 9. (AP) A
rule permitting two forward
passes from behind the line of
scrimmage on the same play was
approved today by the football
rules committee of the national
federation of state high school
athletic associations.
Under the former rule, a
player could only run after re
ceiving a forward pass. Now he
will be able to either run, pass
or kick as long as he remains
behind the line of scrimmage.
Another rule adopted changed
the penalty on pass interference.
Formerly possession of the ball
was given to the fouled team at
the point of infraction, while the
revision returns the ball to the
line of scrimmage and then in
flicts a 15-yard penalty on the
guilty team.
Recall of Rossi
Hinted in Filing
Sacramento, Jan. 9 (P) A
possible move to seek the re
moval of Mayor Angelo J. Rossi
from his San Francisco office
was indicated today with the fil
ing of an application to reserve
the corporate name, "recall
Rossi and save San Francisco."
The certificate was filed with
the secretary of state by Phil F.
Garvey, San Francisco attorney,
who offered no explanation of
the action. Rossi has been the
target of criticism because of
the administration of the city's
defense program.
British Cruiser
Victim of U-Boat
London, Jan. 9. UP) The
British cruiser Galatea, 5,720
tons, has been torpedoed and
sunk by a U-boat, the admiralty
announced tonight.
The Galatea was one of two
cruisers of the 5.220-ton Arethu
sa class and was completed in
August, 1934. She carried a nor
mal complement of 450 men.
Civil Defense Change
To Give Dean Landis
More Responsibility

partial reorganization of the Of
fice of Civilian Defense to give
a large share of its responsibil
ity to Dean James M. Landis
of the Harvard law school, but
with Mayor LaGuardia of New
York continuing as director,
was announced today by the
White House.
Presidential Secretary Stephen
Early said Landis would have
the title of "executive" of the
OCD and that he and La
Guardia would fashion, in con
sultation, broad matters of pol
icy. Early was asked whether Mrs.
Eleanor Roosevelt would con
tinue as assistant director of the
OCD and replied that he had
heard nothing about the matter.
Landis is to be responsible for
the creation of the necessary
organization to effectuate the
policies decided upon and for
personnel to put the policies
into effect.
Considerable criticism had de
veloped in congress and else
where because LaGuardia was
retaining both his Job as mayor
of the nation's largest city and
directing the OCD.
WAKE COST JAPS
SEVEN WARSHIPS

The navy announced late Thurs
day that additional reports from
Wake Island brought the total of
Japanese warships lost there to
seven.
The total represented an in
crease of two, a destroyer and a
gunboat, over the originally re
ported cruiser, submarine and
three destroyers.
