DISPUTE
THREATENS AGAIN
DEFENSE EFFORT

Disputed claims of effectiveness
cropped up late today at Inde
pendent welders, with many
members employed In shipyards,
launched a nation-wide stop-
work movement.
Ship building companies de
clared effects of the stop-work
maneuver were negligible.
Spokesmen for the union, the
United Welders, Cutters and
Helpers of America (independ
ent), claimed that 250 or 300
men quit work before noon and
said they expected the move
ment "up and down the coast to
gain momentum."
.The union has been at logger
heads for some time with the
AFL International Boilermak
ers union. Main issue is to gain
separate identity and bargaining
power.
Center of activity in the Los
Angeles area was the big Call
fornia shipyards plant. Thirty
five welders laid down their
tools and were summarily dis
missed.
"The policy of the company is
down his tools," said General
to dismiss any man who lays

action is insubordination. We

AFL."
Welders have persistently re
fused to pay AFL dues.

agement in Los Angeles said it
had made survey with the
navy and believed less than 70
workers in yards from here to
Seattle had quit work.
The union claims to have some
7,000 members in the Los An
geles area.

21-year-old sergeant from Port
land was held in city Jail here to
day while police and the prose
cutors office sought to determine
whether the shooting last night
of Mrs. Grace Whitesel, Aber
deen, was acidental or intention
al. Prosecutor Stanley J. Krause
said the shooting occurred while
the soldier was sitting in the
back seat of a police patrol car
parked In front of the El Paso
tavern here. The woman was in
the front seat. The gun went off,
Krause said. Just as Patrolman
David Auer started to climb In
to the back seat to sit with the
soldier. Police Chief Pat Gal
lagher said the soldier was not
under arrest at the time and
that therefore "the officers had
no reason to take his gun."
POWER TRANSFER

the transfer of all properties of
Inland Power and Light com
pany to the Pacific Power and

WendeU L. Willkle declared to
night that to win the war "our
industrialists must make their
every facility available to the
people of the United States" and
said that 'labor mustbe pre
pared to work a 85-hour, even
60-hour week.
In an address prepared for
delivery over the Columbia
Broadcasting System, Willkle
asserted that the nation was
still relatively unprepared for
the immensity of the conflict it
faced, despite warnings given
by President Roosevelt and
Other leaders.
'We had over nine years of
repeated Warning," Willkle said.
But we spent our substance
in public expenditures which
could have been devoted to em
ploying Our people in building
airplanes and ships and tanks."
Pointing out that the United
States undertook a year ago to
become "the arsenal of democ
racy," Wlllkie added that "strip
ped to actual fighting materials
the American effort is still very
slight only a mere fifth of the
German effort."
"We do not know the extent
of Japanese and Italian expend
itures," he continued, " But even
to match Hitler on his own
terms, even to produce at the

Singapore, Dec. 20 VP) Brit
ish imperial defenders of the
distant approaches to Singapore
methodically organized a new
line today in northwest Malaya
without hindrance from the
Japanese Invaders, after smash
ing an enemy stab on the main
road which winds through the
mountainous Interior.
The new line was being re
organized well south of the
Krlan river In Perak state, some
S00 miles above Singapore. The
tactical problem Involved a
slight further withdrawal. (It
seemed likely reorganlxatlon ef
