IN STATE AFTER
JULY FORESEEN
Income Tax Receipts Will
Take Care of Levy For
Last Half.
Salem, Dec. 20. (P) Predic
tion that the state of Oregon
would not need to levy property
taxes for either general or
special purposes for the fiscal
year beginning July 1. 1942, was
voiced here today by Charles V.
Galloway, chairman of the state
tax commission.
Galloway expressed this be
lief in explaining the commis
sion's levy, to be filed on Mon
day, for the half year ending
next June 30.
Th half var lew will
amount to $4,332,300.77 under
the six per cent limitation, an
to be met from income tax re
ceipts. The commission said the
state's requirements for the half
year actually wouia De o,iiu,
168.95. The $807,868.18 differ
ence between the legal levy and
these requirements will be mere
ly a book deficit and one the in
heritance tax and similar re
ceipts will wipe out. Galloway
said.
Income taxes receipted to the
treasury during 1941 have ex
ceeded the official estimate of a
year ago by $1,821,058, creating
the surplus from which the two
mill elementary school tax will
be lifted from property in the
first half of 1942 for the first
time in the state's history.

Edith Maxwell, former Wise
county school teacher, convict
ed of killing her father, Trigg
Maxwell, and sentenced to 20
years in prison in one of the
most widely publicized cases in
the history of Virginia..
Miss Maxwell, her mother
and 12-year-old sister, Mary
Kathry, contended at the trial
that the young school teacher
struck the 52-year-old miner
blacksmith over the head with
a high-heeled woman's shoe
when he threatened to whip
Edith for staying out late at
night They testified that he
came home "roaring drunk" and
had threatened to run Mrs. Max
well off the place before Edith
came in a few minutes later.
Maxwell was killed July 21,
1935.
Governor Price's pardon was
dated yesterday and Miss Max
well left the state Industrial
farm for women some time yes
terday afternoon.
STORES CLOSE UP
Las Vegas, Nev., Dec. 20. (JPt
'Members of the Las Vegas
Merchants' association closed
their stores today in protest
against what they called "out
law" picket operations which
resulted in a brush with soldiers
and other disorders.
A few hours after the AFL
Teamsters' union began picket
ing a big food market Thursday,
a picket was reported to have
attempted strong - arming an
army officer who knocked him
out Then a group of soldiers,
atcing on their own responsi
bility, shouldered various pick
ets off the sidewalk. The pickets
disappeared.
In other engagements, two
union organizers were injured
seriously enough to be taken to
hospitals. They are Dan Kelly
and Earl Reilly. Kelly was re
ported hurt in a fight with an
other unionist over dues. Reilly
said he was attacked by two ,
workers In an alley.
The upshot of it all was that
the Merchants association de
cided to shut up shop until what
it called "racketeering" union
elements are banished from,
town.

"The army has made it plair
that it wants younger men,'
said Senator Reynolds (D., K

itary affairs committee, "and i
am sure that it will begin re
cruiting them immediately."
His comment was given re
porters as final preparations for
drafting men from 20 through
44 years old, approved by both
houses yesterday, awaited Presi
dent Roosevelt's signature on
the enabling legislation.
The presidential signature, of
ficials said, will set in motion
the machinery for registration
probably at separate times i
of men 20 and 21 years old who
have not yet been listed, and o:
men from 38 through 44.

dence here today following a
short illness.
He was a past president of .
the Oregon Association of Coun- :
ty Clerks. i
Mr. Boyer came to Salem In I
1907 from Wadena, Minn.,
bought the Salem Abstract com
pany and operated the business j
for four years. In 1913 he enter ,
ed the county clerk's office as I
deputy and in 1917 he became :
clerk, an office he retained for 1
24 years without serious oppo- j
sition. ,
He announced his retirement
before the 1940 elections, but ,
continued as acting clerk this I
year when his successor, Lt.
Harlan Judd, a reserve officer,
was called to active military
I duty. Judd took over the clerk-1
ship on December 8. I
