To the editor:
It Is the considered opinion
of many people with whom I
agree, that the direct primary
law is largely responsible for
this condition and that Its re
peal, Insofar as It affects the
selection of the members of the
senate and the house of repre
sentatives should be undertaken.
Two objects of the direct pri
mary law, viz: to obtain a bet
ter representation of the wishes
of the majority and to reduce
corruption in office do not ap
pear to have been attained so
far aa members of congress are
concerned. No candidate for
such an office can be person
ally known to more than a frac
tion of the voters In his district
and to make a campaign for
nomination by the modern
methods of personal canvass
plus newspaper and radio ap
peal costs real money. This
means that the candidate for
nomination (not election) must
either be a man of wealth or
be backed financially by some
e x t r a-governmental organiza
tion. The result, too frequently,
is tha nomination by both
parties of men who are not
fitted for the office either by
reason of Incompetence or by
the fact that they have been
bought and paid for In advance.
The convention system for
nominations had Ha faults and
did sometimes result in corrup
tion; but it Is almost universally
used by state wide or nation
wide civil organizations not
connected with the government
whether they be churches,
lodges, an organization ot busi
ness men, a labor union or what
not. In that system precinct del
egates were selected, even in
large cities, by voters most of
whom knew them personally:
and in the subsequent county
convention, delegates to district
and state conventions were
elected by men who knew and
could Judge each other; but. ax
stated before, under the direct
law system, a candidate for one
of the higher offices carnot be
personally known to more than
a fraction of thoe whose votes
he is seeking.
This letter, of necessity, con
tains only an abbreviated out
line of plar. which for prac
tical purposes, would require
much amplification and doubt
less many amendments.
