fense but including lend-lease
funds for a vast Increase In pro
duction of tanks and guns 'it

approved today by the house
appropriations committee.
The huge new outlay would
bring the total of cash and con
tract authorisations provided
for defense since July 1, 1940,
to the staggering sum of $87,
890,254,096. Leeway Denied
In recommending the new ex
penditure, the committee turn
ed down a request by the war
department for broader leeway
In transferring to other coun
tries, on a lend-lease basis,
equipment purchased for the
army with funds appropriated
since last March 11, the date of
enactment of the lend-lease act
Instead, the committee recom
mended a $1,636,496,246 in
crease in the $12,983,000,000
already appropriated for the
lend-lease program and pro
posed that the army be author
ized to transfer as much as
$300,000,000 worth of addi
tional equipment if the military
situation warranted it
Both funds would provide
tanks, anti-aircraft material,
anti-tank weapons and artillery,
combat vehicles, small arms and

officers and 5,763 additional

Activation of a mobile air
craft warning service, projected
expansion of the air forces from
54 to 84 groups and the need
for more officers for combat
units were the main reasons,
the committee said, for expan
sion of the land forces.

throwing his locomotive into re
verse and preventing the
coaches from plunging through
an open bridge Into the Indiana
harbor ship canal.
The only victim of the acci
dent in which six coaches were
derailed, but remained upright
was Jack O'Connor, 70, of Gar
rett, Ind., engineer of the Chi
cago-to-New York "Shenandoah"
of the Baltimore and Ohio road.

Declaring the organization of
the CIO was "marked by a
coalition of communism and
criminality," Chairman Dies
(D-Tex.) of the house committee
on un-American activities told
the house Tuesday he had police
records of 20 CIO officers ar
rested for offenses ranging from
petty larceny to anarchy.
Diei said he was submitting
a cross section of the informa
tion his agents had uncovered
"and before the end of the year
we will have similar records of
almost 1,000 CIO officials."
"Communists and criminals
have gravitated toward CIO
from Its Inception down to the
present," Dies charged during
debate on pending bills aimed at
strikes In defense industries.
Dies said hundreds of men
went from prison cells to CIO
union Jobs after they had "seen
the government yield disgrace
fully at the time of the sitdown
strikes," The Texan shouted
that this had been a "mass inva
sion of CIO unions by crim
inals." The chairman listed offenses
witch which he said the 20 per
sons he cited had been charged
as: Petty larceny, grand larceny,
burglary, (rand theft, carrying
concealed weapons, assault and
battery, robbery, white slavery,
holdups, conspiracy, attempted
arson, receiving stolen property,
felonious assault, extortion and
forgery.

Oregon State college la not
seeking to extend its courses
beyond the recognized field of
land grant colleges as defined
by law, nor is it engaged in
controversy with any institu
tion. So read a statement issued
today by college administration
officials in answer to an address
last Friday by R. C. Groesbeck,
Klamath Falls, a member of the
state board of higher education.
The statement points out that
the original law defining the
scope of land grant colleges,
partially quoted by Groesbeck,
requires that the federal funds
be used for colleges "where the
leading object shall be, with
out excluding other scientific
and classical studies and includ
ing military tactics, to teach
such branches of learning as are
related to agriculture and the
mechanical arta in order to tiro
mote the liberal and practical
education of the industrial
classes in the several pursuits
and professions of life.
Change Cited
"So long as the state of Ore
gon maintained the unified
plan of curricular offerings,
where each institution was not
intended to be complete in itself,
Oregon State college at no time
asked for a single course in vio
lation of this policy," the state
ment continued.
"With the abandonment of
that unified curricular plan at
Ashland October 28, the state
college is duty-bound to con
form to the new policy of the
board by moving to bring the
instructional service at Oregon
State college in line with that
of similar institutions, but
adapted to the specific educa
tional needs of the state," the
statement went on.
Oregon State has nine major
courses compared with an aver
age of 12 for the other 11 land
grant institutions in the west,
college officials said. All of the
largest institutions give majors
in business or social science or
both, they said. These facts do
not bear out Groesbeck's state
ment that "the college had bet
ter do Its Job within Its own
definition before it begins to
interfere with the university."

attacked any other institution,
has never asked that any work
at any other institution be discontinued.

For obvious reasons, Stewart
did not disclose the name of
the sender. He promised to give
the letter "the attention it de
