The time of their arrival,
their numbers and their deploy
ment were kept secret.
There was a minimum of cer
emony and the arrival of the
troops caused little excitement,
the agency said. An order of
the day issued by J. C. Kielstra
the governor-general, stressed
the cooperation of theN United
States "in the struggle of The
Netherlands.'
The troops are here under an
agreement among the U. S., The
Netherlands government and
Brazil, by which the United
States undertakes protection of
the bauxite mines.

from the navy department'
bureau of navigation has in
formed Lieutenant Glenn F. De-
Grave, officer in charge of navy
recruiting in this district, that
his territory led the entire
country in recruiting, on the
basis of comparative popula
tions, for the month of Octo
ber.
Under DeG rave's supervision,
the Portland district garnered
16 men per 100,000 population
during the month. . In second
place was San Diego, with 15.63
men.
During October Portland and
Its substations enlisted 233 men
from among 468 applicants,
almost SO percent of all men
seeking enlistment having been
found acceptable.
For the year, Portland stands
second in enlistments, having
enjoyed the stimulation of the
current advertising campaign
for a much shorter time than
the majority of the country's
main recruiting stations. A total
of 770 men have been enlisted
here during the year.

Seen in Maneuvers
With IV Army Corps In the
Carolinas, Nov. 26. (IP) In
stances of rocks in sacks of
flour used to simulate bombs
in the army maneuvers and the
throwing of acid smoke bombs
that were intended to be used
as mines "are so numerous and
flagrant as to show clearly a
lack of discipline and, back of
that, inadequate leadership,
Lieut. Gen. Lesley J. McNalr
says.

stressed by the chief of staff of
army general headquarters at a
critique late yesterday of the
first week's training battle be

IV army corps.
"No great fighting force can
be built on such a foundation,"
the general said.
