AND CONFERENCE
812 Educators of Southern
Oregon Are Welcomed By
Normal School President.

Education, Ashland, Nov. 18.
(Spl) The seventh annual Edu
cational Conference and Teach
ers' Institute, sponsored Jointly
by the Southern Oregon College
of Education, the Oregon State
Teachers' association, and the
counties of Jackson, Josephine,
Klamath, and Lake, opened
Monday morning with registra
tion of all teachers in the phys
ical education building.
The general session in the af
ternoon was opened by Dr. Wal
ter Redford, president of the
Southern Oregon College of Ed
ucation, who welcomed 812
teachers on behalf of the col
lege. Assembly singing was led
by Dr. D. V. Poling, represen
tative of the state system of
higher education.
Greeted By Leader
Mrs. Isabella Brixner, presi
dent of the Oregon State Teach
ers' association, greeted the
teachers on behalf of the asso
ciation. She outlined the ac
complishments of Oregon State
Teachers during the past year
and also presented the aims and
needs to be accomplished dur
ing the coming year.
"Our regular program In vo
cational education has been go
ing on In Oregon for better than
20 years, and the reason Is that
the program started in 1919 be
cause the federal government
was very anxious to promote
vocational education." This
statement by O. I. Paulson, act
ing state director of the State
Board for Vocational Education,
introduced a discussion by him
of what the vacational program
is doing.
Mr. Paulson stated that the
vocational education program in
Oregon is training men to take
Jobs In vital defense Industries.
- The national defense training
division of the vocational edu
cation program was created to
train men In a short length of
time. When there Is a need for
men who are skilled along cer
tain lines, the defense training
division sets up classes In co
operation with the local school
districts so that the men are
ready when they are needed.
Mr. Paulson stated, "Last year
we trained 18.000 people. In
July alone we sent 862 men to
the Boeing Aircraft company."
Bural Classes
In addition to the regular
training classes, the vocational
education program has organ
ized the Out-of-School Rural
Program. This program was de
signed to train young men to
carry on In the Jobs left by
others who would be taking reg
ular defense Jobs and to take
care of running the farms.
Dr. Carl Sumner Knopf, new
president of Willamette unlver
sity, addressed the general as
sembly on "Education Faces the
Dawn." Dr. Knopf discussed the
three major struggles In which
mankind has been engrossed
since the beginnings of civiliza
tion political freedom, ecclesl
astlcal freedom, and economic
freedom.
Dr. Knopf stated that we have
accomplished freedom of poli
tics, religion, and economics,
but now we don't know what to
do with them. The freedoms
have developed to such an ex
tent that we have numerous di
visions In them we are trying
now to adjust ourselves to them
In conclusion Dr. Knopf stated
that "History says 'On- On- Up
ward! Upward!' We have had
these great surges before, but
you can't defeat God!"

out the tongue of his aged
victim to make him reveal
where -his money was hidden
was sought today by police.
The victim, J. C. Cornell,
70, was found in the entrance
to his rooming house. Police
said he scarcely could talk
but they learned his assailant
knocked him down, held his
tongue with some instrument
and beat him on the head
with a shoe until he pointed
out where he had hidden $79.

senate subcommittee urged to
day after a study of western
mineral resources that "concen
trated attention" be given "pro
duction of materials which we
have In abundance but have not
used."
Foreseeing rationing of raw
materials in the industrial de
fense effort and pointing out
that manufacture of automo
biles had been curtailed and the
construction Industry restricted,
the group stated In a prelimi
nary report that its information
"Dointedly raises the question
as to whether or not it is neces
sary to make such severe cuts
in civil Industry."
Hearings iUnfinished
The report was submitted by
Senator O'Mahoney (D., Wyo.),
chairman of a public lands and
surveys subcommittee, and was
authorized, it was explained,
because of the importance of
material already gathered, al
though hearings were not com
pleted and the committee was
not ready to suggest legislation.
The report stated hearings so
far Indicated "that the west
holds the answer to current
problems of raw material short
ages which threaten the stabil
ity of great segments of indus
trial activity and dangerous
increase In the cost of living."

terials from huge undeveloped
resources in the western states,"
the subcommittee found, "would
obviously tend to meet the de
mands of both defense and civil-
Ian Industries and off-set dan
gerous Inflationary tendencies."
Imports Cited
As proof of Its contention
that "we have neglected our
own resources and have been
content to depend upon the out
put of other lands," the report
cited tungsten from China, man
ganese from Russia's Caucasus
mountain area "which Is now
about to be oveirun by the
Nazis," and chrome from Africa
all found in the west.
"The undeveloped mineral re
serves of the western states,"
the report declared, "constitute
a challenge to a people who are
rich beyond their dreams, but
who have been led to believe
that they are poor In the mate
rials that they need."
The subcommittee heard of
numerous Instances of undevel
oped deposits of important min
erals which awaited only the
necessary capital for their ex
traction and conversion to use,
but found that "deplorably little
has been done In aid of the
development of these known
deposits. Most of the defense
effort has been centered In the
east."
Rogue River national forest
headquarters today announced
the Issuance of a special use
permit to the Salvation Army
for use of the CCC side camp
at Lake o' Woods as recrea
tion center. It was stipulated in
the agreement that the side
camp would be available to
other organizations for recrea
tional use, headquarters said.
The Salvation Army will
have complete control of the
side camp and others using It
will pay rental to the Salvation
Army, the forest headquarters
stated. The Salvation army will
be required to maintain and ser
vice the camp, whatever rentals
it receives to be utilized for this
purpose.

With site now assured, the
Salvation Army, It was under
stood, will broaden the scope of
its summer camp activities.
The side camp, situated at the
north end of the lake, is com
posed of a number of buildings
the renovation and remodeling
of which for recreational use
was completed by the CCC yes
terday. The buildings Include a
dormitory each for boys and
girls, a dining hall and bath
houses. There Is acreage also
for a playground.
New Foundations
The CCC yesterday completed
construction of new foundations
for some of the buildings, the
erection of partitions In the
buildings to make them more
useful for recreational purposes
and rearrangement of the
plumbing. The Salvation Army
is to install whatever other
equipment and facilities are
needed.
This was said to be the first
venture of its kind undertaken
by the U. S. forest service.
While main CCC camps are
under army control, side camps
are owned by the technical
agency erecting, them, forest
headquarters explained. Port
able buildings are on hand In
case another ,slde camp should
be needed in the forest and if
another is Installed at Lake o'
Woods it will be placed on a
site not so valuable for recrea
tional use as the area of the
camp being turned over to the
Salvation Army under the spe
cial use permit, the forest office
said.
