He left little doubt that he
approved the action of the com
mander in taking immediate
steps against the submarine by
dropping powerful depth
charges.
Aim Poor
Mr. Roosevelt said it was very
fortunate the destroyer was not
hit, remarking that it was be
yond his power to say why the
aim of the submarine was so
poor. He would not disclose
whether the undersea craft's
periscope was above water, de
claring he could not talk about
that.
"As a landlubber to a sea ex
pert," a reporter inquired, "is it
possible for a submarine to make
la mistake in bread daylight at
torpedo distance?
Mr. Roosevelt said he would
put the explanation this way:
If a submarine had a periscope
1 above the surface there was no
excuse for a wrong identifica
tion. Most torpedoes, he said,
are fired by means of a visual
sight.
Query Dismissed
However, almost all naval ves
sels, including Lierman and
Italian, he added, have listening
devices and it is possible to fire
at a sound. This method Is not
nearly as accurate.
Mr. Roosevelt dismissed - as
hypothetical a question on how
he could classify the Greer inci
dent as regards "a shooting
war.
To an inquiry whether it was
possible for a ship to be on the
American side of the Atlantic
and at the same time in a bel
ligerent rone proclaimed by Ger
many, the chief executive said
this country never had been
notified of the establishment of
such a zone.
The president himself brought
up the attack on the Greer to
open his press conference, tell
ing reporters that he knew they
would all be asking about it.
He had whispered for a moment
first with his naval aide. Captain
John R. Beardall.
Declaring he had nothing
further to say today on the sub
ject, the president dismissed a
question whether any grounds
for diplomatic action were pre
sented by the shots at the Greer.
Told that one report was that
the attack occurred approxi
mately 150 miles west of Ice
land, Mr. Roosevelt said he could
not discuss approximate locations.
