ommended to congress today
liberalization of the social se
curity laws to provide minimum
old age pensions of $30 monthly
to all unemployed persons over
the age of 60.
The committee also proposed
that old age insurance benefits
begin at a S30 monthly mini
ftium and that combined employer-employe
payroll taxes be
boosted to 6 percent by Jan.
1, 1944, a level which would
not be reached under present
law until January 1, 1949. At
present employers and employes
each pay 1 percent

minimum for pension and In

"every American citizen who

fits or is covered by the 1940
railroad retirement act
The committee also recom
mended extension of old age and
survivors' Insurance to provide
for universal coverage and that
all groups within the extended
coverage start paying taxes

Jackson county farmers may
plan their winter wheat seed
ings this fall with the knowledge
that wheat marketing quotas
are almost certain to be in
effect for the 1942 crop, accord
ing to Fred Homes, chairman
of the Jackson county AAA
committee.
Despite marketing quotas this
year, a bumper crop and further
shrinking of exports have com
bined to give the United States
the largest wheat supply in
history, Homes pointed out.
'Farmers are apt to forget that
the present price of wheat re
sults from the 83 per cent loan
made possible because a large
percentage of growers supported
marketing quotas," the chair
man said. "They need only to
look at the overcrowded ware
houses and embargoes on ship
ments to all major terminal
elevators for confirmation of the
fact that the surplus is still
with us."
Quotas have already been
proclaimed for 1942 by the
secretary of agriculture, and
unless they are rejected by
growers voting at a referendum
next spring, they are certain to
be in effect, Homes said, adding
that growers should plan their
seedings accordingly.
The chairman also reminded
growers of provisions of the
1942 agricultural conservation
program which make seeding
within acreage allotments im
portant. There will be no toler
ance In 1942. Instead, provision
has been made for a 10 percent
reduction in parity payments for
each 1 percent that the allot
ment Is overseeded.
However, the chairman warn
ed, no overseeded farm will be
eligible for wheat loans, and all
farms seeded in excess of acre
age allotments will have excess
wheat under marketing quotas.
All county wheat growers are
being contacted now (or will be
contacted soon) to sign winter
wheat plans for their farms,
Homes said. These plans, which
signify the growers intention
to participate in the 1942 agri
cultural conservation program,
must be signed before Octo
ber 31.
