Tha first brood of democratc

the Dolitical horizon of this state.
Their early appearance is not
blamed on the heat. The primary
election is the better part of a
year away. This leaves plenty
of time to fly to Washington,
D. C. on a vital defense meas
ure, and get back in time to
vote. They are far enough ahead
of time to verge on the prema
ture. A Fort bewis soldier, writing
to the editor of the Oregonian,
reports while marching in a re
cent parade in the metropolis,
his feelings were hurt, as fol
lows: "There was one woman who'
hurt my feelings. She must
have been smoking loco weed.
She burst out with :'Whafa
the matter with you soldiers
with your sour and sober
faces? Why don't you smile?' "
The lady's comment is a fair
ample of the gay and semi-
Idiotle attitude many people taxe
towards the grim business of
preparing for war. The type
regards General Sherman's ac
curate description of it as a low
grade wisecrack. The soldiers
"with your sour and sober faces"
are trained for fighting, not flirt
ing, and have something to do
besides giggle and look pleasant.
Willamette University at Sa
lem has announced it will not
extend invitations this year for
high school basketball teams to
participate in the annual state
tournament. The action, a letter
states is "taken regretfully."
They were "wearied by bicker
ing," and the tendency to make
the meet "a vehicle of contro
versy." The school that pio
neered the event, and bore the
financial worries appertaining
thereto, deserves better con
sideration. They did everything
to soothe and cement good-will,
but eliminate the Salem high
school as "a host team." There
was the core of the controversy,
and the thorn that stuck in the
craw of all the other schools, and
their tans and coaches.

1 am a visitor here. Came up to see about that reported
army cantonment. What's tha matter with your news
papers in Oregon? If there is to be a cantonment near
Medford why don't you say so, if there isn't why don't you
say that? You can't tell me after all this publicity that no
one knows whether this camp is to be built or not. It
makes a lot of difference to me, and I should think it would
to your town. And yet no one knows anything about it,
or they pretend not to. What's the big idea, why all the
secrecy? You are supposed to give your community news.

The Mail Tribune has been trying for two months
to get official and definite news regarding the
projected cantonment, and none has been available-
This effort has Included persistent inquiry by a
special representative of the Mail-Tribune in Wash
ington, D. C; constant contact with army and
civilian officials here preparing the preliminary
plans; and a high-powered and permanent liaison
with the dynamic and omniscent chief executive of
the Jackson County Chamber of Commerce!
DUT if there is any more definite news than the
Mail Tribune has already printed, then we would
thank our somewhat irritated communicant, or any
one else, to present some evidence of it.
Our own belief is the answer can't be found in
this country because it is in Europe. It may be in the
process of formulation indeed along Germany's
eastern front at the present time.
FOR, as we see it, if the Russian war reports are
"all wool and a yard wide" then there IS a chance
the Medford cantonment will never be built. Yes,
if Moscow is telling the truth, or say 65 of the
truth, Hitler has already lost over a million men
and is now losing them at the rate of about a hundred
thousand a day. At that tempo Germany may well be
completely smashed before Labor Day, and World
War No. 2 will be over.
In which event there will be no need for trainintr
a larger U. S. army than we
fore no need for the Medford cantonment, nor for the
proposed ones at Eugene or Corvallis.
QN the other hand, this is the ONLY development
v we can foresee which would definitely remove the
local army camp from the field of ultimate certainty,
i.e., a prompt and overwhelming allied victory,

Hitlers Fundamental Purpose
IN war time it is always wise to take what one bellig-
erent says about another with a grain of salt
For as has been frequently pointed out, in modern
war, words are as definite implements of war as
bullets.
On the other hand, what one belligerent savs
about his own country need not be so liberally
seasoned ; for there isn't the same motive, not the
same presumption, at least, of mendacity or
misrepresentation.
For example:
If an article entitled "Hitler's Thousand Year
Plan" in the current "Nation" had been written by
a Britisher, we would not have been as impressed by

time financial editor of the Frankfurter General

MOW, of course, Mr. Drucker may be as hostile to
the Nazi government as Winston Churchill him
self; but, at least, having been a resident of the Reich,
and a student of its finances, he IS in a position to
know what he is talking about, and if there is preju
dice, there at least can be no racial basis for it.
So in our judgment the article in question is im
portant, certainly more important than if it had
come from a hostile or alien source.

A ND it certainly deprives those U. S. appeasers,
who have maintained it makes no real difference
to this country, whether Germany or England gains
control of Europe, of any leg to stand on.
There is no space to go into detail at this time,
but if Hitler should win then not only the United
States but all the western hemisphere can kiss good
bye to further business with Europe.
The process has already started, in fact, in every
country Hitler has conquered.
And the big motive behind this attack on Russia
is to create an empire in Europe which will be so
liberally supplied with all the essentials of modern
life, oil, minerals, wheat and what have you, that
it can never be blockaded by the British fleet, or any
combination of warships.

ness of breath. When the dis
ease becomes well established,
and not before, they experience
th loss of appetite which is one
of the characteristic manifesta
tions of advanced beriberi.
It is only in recent years that
the occurrence of beriberi- has
been recognized as a. fairly
common nutritional disease in
America. Unfortunately physi
cians here took only a casual
interest in the disease,' as it was
a "tropical" disease more or less
confined to the orient, and thus
the idpa became fixed in the
medical mind in America that
loss of appetite is characteristic
of beriberi and you need not
give it another thought so long
as you have any appetite.
Insufficient intake of vitamin
B complex is the cause of beri
beri, particularly the Bl (thia
min) entity, but other entities
of the B complex are nearly as
essential as thiamin is to pre
vent and cure beriberi.
One of the early effects of
Insufficient Intake of vitamin B
complex is diminished "tone" in
the involuntary muscle of the
alimentary tract: or call it flab
biness. Everybody's complaint
constipation is the usual mani
festation of this flabbiness. But
another manifestation, of great
er significance, is seldom cor
rectly interpreted, because of
the medical obsession already
described, the notion that loss
of appetite is a primary or
fundamental result of serious
vitamin B deficiency. This is
the increased desire for carbo
hydrate food which most per
sons in the early stage of beri
beri in this country experience.
It leads to overindulgence in
starches, sugars, sweets and to
flabby obesity not to mention
diabetes in many cases.
Study and cogitation of the
physiology of appetite and hun
ger (they are not the same)
gives no certain light on this
manifestation, but in my own

IN London today, the Soviet
military mission loosens up
with some interesting detail.
The red army, it explains,
has worked out a technique for
handling German panzer at
tacks. The Russians claim to
have developed two types of
special planes. One, a twin
engined bomber, is armed with
CANNON firing armor-piercing
shells into tanks. The other is a
heavily-gunned fighter that
swoops on infantry with a
scorching machine gun attack
that is described as more effec
tive than bombs against disci
plined troops, causing higher
casualties.
When the red commander is
satisfied that a break has been
made in the continuity of the
German attack, he sends in in
fantry led by light tanks to
counter-charge the German in
fantry while his cannon-armed
planes are still attacking the
Nazi tanks.
"PHE German method of panzer
attack is to send in a spear
head of heavy tanks followed by
lighter tanks which in their turn
are followed by motorized infan
try that tumbles out of the
trucks to clean up machine gun
and artillery positions that have
escaped the tank onslaught
It Is these infantrymen that
are smacked by the tank-led
Russian counter-attack, while
the German tanks that have
broken through are dealt with
by the cannon-armed Russian
planes.
You may remember that a
year ago. when the Germans
were boiling into France, the
French hung cannon to the
fuselages of their planes and for
a few brief hours knocked out a
lot of German tanks by firing
down at them from above.
With their immense superior
ity in the air. however, the Ger
mans soon cleaned up the small
number of planes the French
were thus able to equip.

Working on a tip or a hunch,
the Rural Electrification Admin
istration has requested the Bon
neville administration to run a
line from the Columbia river to
Bend to serve a military en
campment there. Promptly the
Bonneville administration con
tacted the war department and
requested information on
whether there would be a can
tonment at or near Bend; if so,
the number of men, etc. The
Bonneville administration
would have to figure on power
requirements.
At the war department there
was no news. Like places estab
lished elsewhere, the depart
ment is noncommital. Replying
to inquiries, the war department
declares that all the surveys
which have been made around
Bend and even as far as the
country toward Burns and south
on the Yellowstone cut-off, re
gardless of any investigation by
officers and regardless of what
deductions may have been
drawn from these surveys and
interviews, these activities mean
nothing: they are not official,
etc., etc. It's the old army game.
That some kind of cantonment
near Bend has been knocking
around in the minds of high of
ficers of the 9th corps area for
several months is the reason
that an investigation was con
ducted.
It is assumed that when and
if a cantonment is located in
central Oregon the site will be
in Bend's backyard and not out
on the high desert. This is be
cause of water. At Bend is the
Deschutes river, and finding
water further east would be a
problem for a military camp of
several thousand men.
To understand the picture it
should be remembered that all
the cantonments and munitions
plants, - the munitions dumps.
which have been spotted and
such others as will be spotted
were charted on a map of the
United States many months ago
by a planning board. Even the
high command has not known
where cantonement or ord
nance plant was to go until the
time was right Key to where
military activities are to be are
on that map.

AN air depot Is to be placed
somewhere in the Pacific north
west, and it is a prize worth
seeking. Only site mentioned in
Oregon is at Pendleton, which
now is an army air base. An air
depot is an Important affair and
carries between 3,000 and 4.-
000 men. The air bases have
ground crews which service the
bombers and Interceptors, but
an air depot is the place where
planes are taken to be torn
apart and reconstructed a sort
of "bad order" department such
as railroads have for freight
cars. The personnel consists of
mechanics and not fliers.
Spokane GHQ for the flying
forces of the Pacific northwest
is a contender. The search is
being conducted for all avail
able sites, but when the army
settles down to make a decision
assurance is given that the
claims of Pendleton will receive
every consideration. Those to
make the selection say they
have all the information neces
sary about the Roundup town
and no briefs are required.
There is no chance of the air
depot being placed in western
Oregon or Washington, for the
board of strategy wishes to keep
these depots at least 200 miles
from the coast.

DIVISION of emergency ship
ping applied for space and two
steamers of the Matson line will
be bringing chromite ore from
New Caledonia to the Union
Carbide company at Portland.
New Caledonia is a bit of an
island east of Australia. Thej
charters were taken on a "bare '
boat" basis, which, to landlub-1
bers, means that the charters'
are for the boats, no crew, or
nothing. The first of the liners
Is en route and will bring a
7.000 ton cargo of chromite. A
second steamer will start later.
(The American Mail line has
been bringing chromite to the
Ohio Carbide company at Ta
coma an industry soon reedy
to start. The chromite for Ta
coma comes from the Philip
pines). The Union Carbide company
is working on war and national
defense orders, which enables it
to obtain a priority on the im
ported chronute, an ore placed
under full control of the gov-!
ernment last week. The two
Matson freighters will make a
number of trips (capacity oi ine i
two will be 14,uou tons) ana

pany has a contract for govern

AN observer from CAA has
Just returned from England
where he examined airports for
ideas to be used in the United
States. He says he met and talk
ed to a veteran of the RAF who
is officially credited with bring
ing down 12 nazl planes and 25
others which are "doubtful."
This veteran is 21 years old and
has been flying with RAF since
he was 18. In the United States
a flier is 21 before he is con
sidered, but the British catch
them young and they are veter
ans of the air before an Amer
ican flying cadet takes off for
the first time. Every RAF plane
has a motion picture camera
trained with the cannon and if
the enemy plane is hit direct the
camera catches it.

Riddle of Universe Is Solved
To the editor:
At last the greatest riddle of
the universe is solved. To many
it was and long ago. Just what
life is, bothered them little
they knew the answer. But they
are not critical thinkers deep
ponderers. None of their an
swers would stand the acid test
of experimentation. All negated
the facts of life.
Now comes Crile with his
latest book. "The Phenomena of
Life," telling us what life is.
Experimenting on over 2500
animals and great quantities of
vegetable life and drawing
heavily on the Russian school
of chemiluminescence the Crile
school has found life purely
physical.
"Man is a water-cooled Inter
nal combustion engine." He finds
that when he withdraws the
electrical potential from any or
ganism, dissolution begins.
When he puta it back again dis
solution stops and soon func
tions again as though nothing
had happened. Organisms are
electrical batteries and are
charged by the explosions of the
nitrogenous and carbohydrate
matter of the food oxidation.
"In food the sun literally shines
again," with a temperature esti
mated at about equal to that on
the surface of the sun around
6000 F.
"To grow old Is natural, but
it Is unscientific, stupid, waste
ful." This great work has noth
ing to do with changing or mak
ing institutions more fluid. Mar
tin Dies would find nothing sub
versive in it. Since the work is
"safe reading," it deserves a bet
ter press.
But how to overcome ln
adaptation and, like old wine,
improve with age, Crile does
not say he does not know.
Modern man's biology, he says,
is no different from that of his
stone age ancestor, very little
from that of the monkey and
not much from that of the still
lower orders. But his environ
ment is enormously more com
plicated and harder to under
stand and control. The implica
tion Is plain: either revolution
ize our biology to fit external
conditions or change external
conditions to harmonize with
our biology. The latter is the
lesser problem. It must be ac
complished and soon.

Flanking this loosely knit out

coordinate the economic and
labor problems involved.
DEYOND these lines, Hopkins
has a cabinet board com
posed of the secretaries of treas
ury, war, navy and agriculture.
He meets wtih them as a sort
of unofficial chairman to work
out overall policy.
Thus by obscure shifting of
men and their powers, the presi
dent believes he has accom
plished some degree of reorgan
ization in the defense setup. It
is freely admitted this personal
presidential machinery has not
promoted 100 percent coordi
nation or efficiency. Its lines
are rather fuzzy and more per
sonal than concrete. The new
deal Is by no means satisfied
with the plan, yet the president
thinks he has accomplished a
greater degree of coordination
than is generally appreciated.
At least this is the official
attempt to explain why he has
been loathe to act.
