Salem, June 13. WP) Final
petitions to refer the two cent
per package cigaret tax to the
voters were filed in the state
department yesterday, prevent
ing the tax from becoming ef
fective tonight when other bills
passed by the legislature will
become law.
The petitions bore the names
of 19,022 registered voters. Only
1S.866 names are required.
The tax proposal, which would
raise almost $2,000,000 a year,
will be submitted to the voters
at the November, 1942, general
election.
Five-sixths of the revenue
would be used for old age pen
sions, and the rest for vocational
education.
The state department said it
expected final petitions against
the bill closing coastal streams
to commercial fishermen would
be filed before today's deadline.
Three other referendums ap
parently are unsuccessful. Two

voters' registrations in Multno
mah county, and the third,
against the bill to provide text
books for private schools, was
invalidated last week by the
state supreme court because of
an improper ballot title. These
three measures will become law
at midnight tomorrow.
Salem, June 13. IIP) Oregon
will have 386 new laws begin
ning at midnight tomorrow, but
the average citizen won't realize
it because few of them affect
his daily life.
The bills were among the 488
passed by the 1941 legislature.
The rest became effective on
passage because they contained
emergency clauses.
The one that affects John
Public more than any other
increases the highway speed
limit from 43 to SS- miles an
hour, and shifts the burden of
proof from the officer to the
driver.
Tourists won't have to register
any more when they enter the
state, and the price of driver's
licenses goes up from $1 t5
$1.50. Hospitals get the extra
50 cents to care for indigent
accident victims.
Other laws Decoming effective
at midnight tomorrow include:
Creating a fourth congres
sional district, permitting em
ployers who have stable pay
rolls to pay smaller unemploy
ment taxes, barring from the
ballot all persons who advocate
overthrow of the government by
force, authorizing the governor
to create a state guard, and
permitting the state game com
mission to fix seasons and bag
limits.

Rallying vitality waned in the
stock market today as custom
ers with comfortable profits on
the lengthy bulge took home
a little cash as insurance against
week-end happenings.
While recently strong movers
dropped 1 to 2 or more points
at the worst, the majority of
losses were in fractions. Most
rails limited minus signs to
small amounts. Utilities, oils,
rubbers and aircrafta contested
selling. Steels and motors were
backward.
