An offer of $500 per trip to
all takers to ferry planes across
the turbulent north Atlantic to
England had the Oklahoma fly
ing fraternity buzzing today.
Arriving unheralded, Col. WiV
liam C. Brooks, flying soldier of
fortune, outlined this proposi
tion and two alternatives, ac
cording to aviators he inter
viewed. For the pilots he could
not reach during his stay, he left
interview blanks and posters.
The supplemental offers were:
1 Ferrying jobs in England
and, 2 Commissions In the Ca
nadian Royal Air Force with as
surances that those enlisting
would serve only as Instructors
and see no foreign service.
These offers bolstered the re
ports current since the war be
gan that England eventually
would seek to ferry American
made ships across the ocean, tak
ing a chance on losing only a
few through crashes or combat,
rather than a whole shipload in
a submarine or naval bombing
attack.
Plans for ferrying the fighting
ships across the water. Brooks
explained, already have been
carefully drawn.

18 months of deliberations, the
Eugene water board early today
authorized the signing ot a pow
er contract with Bonneville,
providing for the purchase of
1500 kilowatt hours a month for
one year to augment the over
taxed supply from the present
municipal system.
While the final draft was not
reworded to include the contro
versial "horn rule" phrase, to
give Eugene an iron-clad guar
antee that it would not relinquish
control of rates and distribution,
both McArthur and City Attor
ney S. M. Calkins today declared
the city, a pioneer in cheap mu
nicipal power and light, had not
sacrificed any local control.
Although the outright 1300
kilowatt hour purchase la for
only one year, until the city's
new $510,000 auxiliary power
plant is completed, an option la
held for an additional 12 months.

for 10 years. Either party, how
