Public welfare expenditures
In Jackson county totalled $19,
750.37 last month, as compared
with $18,435.29 in July last year
and $19,546.93 in June. 1940.
The figures were embodied in
reports studied by the Jackson
county public welfare commis
sion at its monthly meeting at
city hall today.
Every category of public wel
fare expenditure excepting one
increased last month over the
expenditures of July a year ago.
Old age assistance, which had
increased steadily month after
month when new cases were
being certified, declined last
month in comparison with that
of June and July, 1939. On the
other hand, at a time of year
when the need of such relief
normally declines, general assist
ance increased sharply.
Conditions Better
The increase in general assist
ance, however, was not attribut
able to poorer economic condi
tions, but mainly to the render
ing of general assistance to per
sons who otherwise might have
been eligible for old age assist
ance Mrs. Blanche Lyman, ad
ministrator, told the commis
sion." Economic conditions were
generally better than they were
a year ago and there is a variety
of work available for employ
ables, she related. For some time
however, because of a deficiency
of funds, no county public wel
fare commission in the state has
been permitted to add to its old
age assistance list. There has
also been some extra general as
sistance to transients, the com
mission was told.
A. S. V. Carpenter, commis
sion chairman, pointed out that
in the near future expenditures
for old age assistance were des
tined to increase again as the
county welfare commissions
have been authorized to lift re
strictions imposed some time ago
and to resume certifying cases
on October 1 for this form of
assistance.
It was emphasized, however.
that each new case of old age
assistance must be thoroughly
investigated for certification as
required by law and that this
procedure takes considerable
time.
Eight cases of old age assist
ance were closed last month,
seven because of death and one
because of removal from the
county.

Against a glamorous Manhat

ily has once again woven a tale
of hilarious comedy and poign
ant human drama in "Andy
Hardy Meets Debutante," now
playing at the Craterian theater.
In this latest episode of a
typical American family, the
Hardys take a trip to New York
where Lewis Stone, as Judge
Hardy, must fight a dramatic

In a situation from which he
can see no escape. Infatuated
with pictures of a New York
glamour girl, he has boasted to
his sweetheart. Ann Rutherford,
and to Carvel chums that he
knows the debutante. Taken to
New York with the family, he
must make good on his boast
or never hear the last of it.
Comedy highlights growing out
of his predicament include his
being thrown out of the debut
ante's home when he tries to
present a self-written letter of
introduction, and a night club
scene in which Mickey unwit
tingly runs up a forty-dollar
bill on an eight-dollar bankroll.
Mickey plays the comedy scenes
with a deft touch and has never
turned in a better performance
as Andy Hardy.
Judy Garland, teamed with
Mickey for the third time in
their film careers, sings two
numbers. "I'm Nobody's Baby"
and "Alone," a new song which
will be widely whistled. She Is
a charming sub-deb, who aids
Mickey in finally meeting the
glamour girl, the latter played
by Diana Lewis.
