The Joint army navy selective
service committee has complet
ed preliminary plans to register
all American men between 18
and 63 years of age under the
pending compulsory military
training bill.
Sample registration and iden
tification cards and a sample
eight-page questionnaire that
would be sent to all men after
registration were presented to
the house military affairs com
mittee yesterday by Ma). Louis
B. Hershey, representing the
army-navy committee, during
consideration of the Burke-
Wadsworth bill.
Use Election Sei-Up.
Hershey said that the com
mittee planned to use present
lection machinery as much as
possible and to establish ap
proximately 6.300 local selec
tion boards throughout the nation.
The proposed cards and ques
tionnaire he presented were
patterned after documents used
during the World war and were
printed two or three years ago
to provide training for army
officials who will be charged
with the registration machinery.
The proposed registration
card contained 19 questions.
Including: Name, age, perma
nent mall address, telephone
number, employer's name, place
of employment or business,
place of birth, and date of
birth.
Other questions were:
Of what country are you a
citizen?
' Have you taken out first
naturalization papers?
Name of person "who will
always know your address.1
' Relationship and address of
that person.
The remaining questions were
concerned with identification
only race, height, build, color
of eyes, color of hair, complex
Ion, and:
' "Has person lost arm, leg,
band, or has he any other ob
vious physical characteristic that
Will aid in identification?"

The identification certificate,
Which would be issued on the
date of registration, would bear
the registrant's full name, ad
dress and signature, and this In
scription "Be alert. Keep In
touch with your local board.
Notify local board Immediately
of change of address."
' On the reverse side would be
carried the registrant's physical
description, corresponding to the
replies given to the inquiries on
the registration card.
The proposed questionnaire
contained 12 sections of detailed
inquiries relative to the amount
of Income earned, possibility of
a criminal record, and claims
for exemptions for dependents,
disability, occupation or relig
ious conviction against war.
The sample questionnaire was
prefaced by a warning that fail
ure to fill out the document was
punishable by fine and Impris
onment "and may result in Im
mediate Induction into the mil
itary service.

The dark news today is that
the nation is fast losing its
blondes.
Gentlemen may profess to
prefer them but the ladies are
skeptical and so in the opinion
of Robert, hairdresser to society
and the stars of the screen
American women are tiring of
golden and platinum tresses and
are scrambling from one end
of the country to the other to
achieve a new crowning glory
of ebony, chestnut or even
henna.
During the past four years,
Robert reports, the tendency of
American women to darken
their hair has been such as to
indicate that blondes may van
ish altogether. The instigators
of this movement, he believes,
are those arbiters of style, the
movie stars, and Robert de
plores their switch from blonde
to brunette not only on esthetic
grounds but also for reasons
touching on the international
situation, to wit:

"It is unfortunate, what with
the news' from Europe becoming
more and more unfortunate,
that the gaiety and brightness
and color of light hair should
become less and less evident."
Today, he said, about one wo
man in five is blonde whereas
in 1938, when the platinum-
haired Jean Harlow was at the
peak of her movie career, three
out of four American women
had light hair.

Twenty-six dogs have bitten
postal carrier Lowery Huey, 46,
in 13 years and that's enough
to mitigate the seriousness of
throwing grass shears with
fatal results at the 27th, Mun
icipal Judge Julius Cohn con
cluded today.
The Judge deferred sentenc
ing Huey who was convicted of
damaging personal property.
The shears the postman hurled
killed Mrs. John G. Lake's dog.
Huey testified that he acted 1
in sen aetense, explaining mat
dogs, without provocation,
chewed him on an average of
twice a year.
