the administration would go

of maintaining standards under
the wage-hour act for work on
the defense program.
The chief executive sooke at
a press conference shortly nfter

contracts totaling $136,743,900
as a part of the vast program
to build up the nation's Pacific
and Atlantic defenses.
Mr. Roosevelt read to report

him which covered the question
of the necessity of raising the
ceiling for hours, above which
time and a half must be paid
Few Complaints
Fleming informed tha presi

key defense industries that pay

operation difficult would be

Fascists Claim Successes
The Italian high command re
ported fascist air successes in a
new attack on the British Medi
terranean fleet.
Italian planes again located
and bombed the British naval
squadron which engaged in the
Ionian sea battle earlier this
week, the high command said,
setting an aircraft carrier aflame
and seriously damaging two de
stroyers. The Italian communique, in
jecting a dash of drama into the
usually prosaic official accounts,
said that the battle raged for
several hours, near Malta, and
that "our squadrons descended
through mist and violent anti
aircraft fire" to within a few
hundred yards of the British sur
face ships.
"The aircraft carrier, struck
by a heavy-calibre bomb, stop
ped suddenly with flames on
board visible from above. Sev
eral ships speeded to its aid."
British and Italian flying col
umns" of mechanized troops
raided each other's outposts in
the heat-baked desert regions of
Italian Libya, Egypg and British
owned Kenya colony. .
Selassie Recognised
The african rooftop kingdom
of Emperor Haile Selassie, the
fugitive "Lion of Judah" who
lost his throne to Italian con
quest in 1935-36, also appeared
likely to play a forthcoming ma
jor role in the struggle.
The British government offic
ially recognized Selassie's gov
ernment as "the lawful govern
ment of Ethiopia," and admitted
it "to the full status of ally in
the present war, with the as
surances that Ethiopia's inde
pendence will be assured when
the war is won."
The emperor's army, unoffic
ially reported to number 200,000
native fighters, will be coordi
nated with British forces to as
sail Italy's armies in north and
east Africa and in Ethiopia, it
was announced in the house of
commons.
There was no letup, even over
