Asuncion, Paraguay, July 11.
(IP) A new constitution for
Paraguay, presented as creating
"an organic, reformist and na
tionalist democracy" and des
cribed officially as one of the
most advanced in the Western
Hemisphere, will be submitted
to a nationwide plebiscite
Aug. 4.
It was promulgated last night
by Gen. Jose Felix Estigarribia,
president of Paraguay since
Aug. IS, 1939, and virtual dic
tator since last Feb. 18.
It centralizes administration
of the country's affairs, pro
vides for state regulation of pro
duction and protection of work
men and government assign
ment of public lands to farmers.
Public Interests First
It decrees that public interests
must not be overshadowed by
private interests and gives the
government a notable increase
of power in the social and eco
nomic spheres.
In supplanting the constitu
tion of 1870, adopted after a dis
astrous five-year war with Bra
zil, Argentina and Uruguay that
ended with a majority of the
population dead, it creates a
state council representing gov
ernment, rural industries, fi
nance, commerce, education, re
ligion and the army and navy.
The term of office for the
president is changed from four
years to five. Members of both
chambers of congress also are
to serve five years. Formerly the
20 senators were elected for six
years and the 40 deputies, four
years.
Gen. Estigarribia, who suc
cessfully reorganized the Para
guayan army during the Bolivian-Paraguayan
war over the
Gran Chaco, proclaimed his vir
tual dictatorship last February,
after the cabinet and the con
gress had resigned.

He said he took the step to
save the country from "a hor
rible anarchy" threatened by in
ternal disorder and lack of co
operation by the opposition Col
orado party.

of the national forests purchase
program to reach 200,000,000
acres by 1950 is planned by
the national forest reservation
commission.
The purchase program Is ex
pected to give the federal gov
ernment large reserve supplies
of timber and forests for recre
ation and conservation of min
eral and other natural re
sources. There are now more than
178.000,000 acres of publicly
owned lands in the national for
ests. These are distributed
among 196 forest units in 40,t
states, Alaska and the island
possessions. They comprise
about 10 percent of the total
area.

persons derived all or part of
their support from employment
in the national forests, the U.
S. forest service reported. Their
total income was nearly $1,000,-

and World war veterans.

Vancouver, Wash., July 11.

minutes while wading in Salmon
creek near here yesterday, Allan
Woodruff, 6, drowned before his
father. Virgil Woodruff, could
