Both the chief executive and

dorsed the measure. It bars
political activity by state, coun
ty and municipal workers paid
In part with federal funds, lim
its campaign contributions to
$9,000 a person, and places
a $3,000,000 top on the ex
penditures of political commit
tees.
Quick Action.
With the potent backing of
the two party heads, the bill
went through the house In less
than two days, although in the
spring it had been a major con
troversy. The final house vote
last night was 243 to 122, with
89 Democrats, 132 Republicans
nd two progressives favoring
enactment. Opposed were 120
Democrats, Rep. Ball (R.-Conn.)
and Rep. Marcontonio (A.L-.
N.Y.)
The legislation supplements
the Hatch law, enacted last
year, forbidding political activ
ity by most federal employes.
This year's bill covers many
state highway department
workers, agricultural agents,
nd the like. All workers af
fected by the two measures
may continue to vote but can
not participate In political cam
paigns or management.

Claim Hood Fired
The Italian high command. In
belated communique, insisted,
however, that Italian bombing
planes set fire to the 42,100-ton
British battle cruiser Hood,
world's biggest warship, scored
two bomb hits on the deck of
the 22.000-ton aircraft carrier
Ark Royal, and two on "another
English battleship."
The British admiralty issued
formal denial.
This was apparently the open
ing clash of the undecisive bat
tie between the British and Hal
ian navies for control of the
Mediterranean climaxed when
the Fascist war fleet reportedly
was driven to the shelter of
shore defense guns.
In the eastern Mediterranean,
where Turkey Is mobilising
against fears of a Russian coup
gainst the Dardanelles, official
Soviet quarters Insisted today
that Russia has no intention of
making any demands on Turkey.
There are no reasons for the
U. S. S. K. to attempt to gel
control of the Dardanelles," a
spokesman said. "Our relations
with Turkey are good, and the
straits are open to us."

3 KILLED AS BOILER

Three men were instantly
killed and eight others Injured,
five critically, when the boiler
of the Frisbee Lumber com
pany sawmall, a mile and a half
south of Holcomb, exploded at
about 1 p. m. today.
The dead include Luke Davis
and Elmer Smith, emnloye of
the mill, and an unidentified
man who was at the mill after
a load of wood.

range use only. Less than 14
percent are devoted to other
types of farming. Total income
from agriculture In these states
in 1937 was $1,597,013,123 of

ducts.
