Survey Reveals Charges in
1939 Were Lowest in 23
Years Saving is Noted.

Washington (U.R) Farm mort
gage interest charges of approxi
mately $357,000,000 last year
were the lowest in ii years,
according to a survey made by
the department of agriculture
The comparatively low figure
was due in part to lower interest
rates and in part to a reduction
from $11,000,000,000 to $7,000,
000.000 in the farm mortgage
debt, the department said.
The average interest charge
on farm mortgages has been
reduced to about 5 per cent,
compared with 6H per cent 20
years ago, the survey disclosed.
The farm credit administration
loan rate is 3'4 per cent.
Foreclosures One Heavy
The reduction in the farm
mortgage debt was due largely
to more than 200.000 farm fore
closures during the depression.
Payments on principal during
1937, 1938 and 1939 reduced the
principal still further, officials
said.
In 1938 and last year approxi
mately $1 out of every $22 of
cash farm income was needed
to meet Interest charges on
montgages. The highest per
centage was in 1932, when $1
out of every $9 was required
to pay mortgage interest.
Interest charges last year
were only slightly more than
half the all-time record of
$680,000,000 in 1922, when the
record indebtedness was esti
mated at $11,000,000,000. The.
debt was $9,631,000,000 in 1930. 1
The department said that '
since about one-third of the
farms In the country are mort
gaged, it was probable that
mortgage interest during the
past two years was about 12 to
13 per cent of the cash income
on those farms.
Scaled Down
Interest charges to borrowers
from the federal land banks
and the land bank commissioner
were scaled down approximate
ly 28 per cent in the past two
years, the department said. That
resulted in an estimated saving
of $39,000,000 a year to bor
rowers. Approximately one-third of
the total farm mortgage debt is
held by the federal land banks
and the land bank commis
sioner. Approximately 29 per
cent of the borrowers from those
two semi-federal agencies are
now in default for one year or
more on Interest payments, it
was shown.
Farm credit administration of
ficials estimated that the land
banks and commissioners now
have more than 250,000 delin
quent loans. Many of those are
behind on principal payments as
well as interest payments, offi
cials said.
