division! of the itate counties,
municipalities and special dis
tricts to accept its proposed
pension plan.
As the plan now stands, max-
imura benefits of $83 a month
would be paid to employes of
the state and its subdivisions
after working 40 years and
reaching the age of 63. The cost
would be shared equally by the
employer and employes.
Would Be Mandatory
Participation would be man'
datory upon all state employes,
as well as those of the sub
divisions.
. But the committee, realizing
it may have considerable trou
ble in getting the subdivisions
to accept it, wrote this in a
memorandum:
"Certain questions arise as to
the legality of such a provision
in connection with municipal
home rule. Legal counsel on
this point will be obtained and
Incorporated in the draft."
. The committee might ask the
legislature to approve the plan
containing such a provision. If
the legislature does pass it, it
is possible that some city, coun
ty or district might upset the
whole - plan by taking It Into
court on grounds that the plan
violates home rule.
. The committee believes some
of these subdivisions might not
go for the plan because it would
cost them money.

European war developments
remind us of what U. S. Sen.
Edward D. Baker, Oregon's
third senator, told congress in
1861 when he was arguing In
favor of giving more power to
President Lincoln in conducting
the Civil war.
, "I want sudden, bold, for
ward, determined war, and I do
not think anybody can conduct
war of that kind as well as a
dictator." Baker said.
Baker died a few months
later on the field of battle.
A word of advice to letter
writers to the governor: Please
put your names on them. Here's
how Cecil Edwards, governor's
private secretary, explains it:
"We read like Chinamen,
starting from the bottom and
reading up. If there's no sig
nature on it, we don't read it
No writee namee, we no
readee."
Signs Vetoed.
Albany. N. Y. (U R Gov.
Herbert H. Lehman has vetoed
a Republican-sponsored bill re
quiring posting of signs on all
public projects, reading: 'This
project paid for by taxpayers."

mer, the hay fever sufferer may
find consolation in the thought
that perhaps he is smarter than
the next man.
From data compiled over a
nine-year period, in which rec
ords of his allergy department
were compared with the results
of student entrance examina
tions. Dr. Buenaventura Jime
nez of the University of Michi
gan has developed the theory i
that there is a definitt relation
ship between a higher decree of
Intelligence a'.id an allergic condition.
He has noted that students
suffering from hay fever, asth
ma and eczema are generally
rated from 8 to 10 p-r cent
higher than non-allergic stu
dents in the mental achievement
tests.
Statistics Proved
'These statistics are proved
from a mathematical stand
point", says Dr. Jimenez, a mid
die-aged native of Puerto Rico
who was graduated from the
university 39 years ago and has
practiced for the last 15 years
in tne university health service.
'The element of chance has
been removed."
Dr. Jimenez believes the con
clusions can be applied to all
age groups, for there is a se
quence of allergic events, he
says, whicn may be expressed
as eczema In Infancy, gastro
intestinal . disturbances In child
hood, hay fever in adolescence
or early youth, asthma in vlril
age, bronchitis later on In life,
bronchiectasis still later on, and
myocarditis in old age.
