DELINQUENT TAX
CANCELLATION IN
COOS HELD VALID

act allowing cancellation of de
linquent property taxes for 1036
and prior years in cities whose
assessed valuation was material
ly reduced by fire was declared
constitutional today by Circuit
Judge James T. Drand.
The act was passed by the
1937 Oregon legislature as a re
lief measure for Bandon. where
a 1936 fire reduced assessed
valuation from $783,310 to
$310,161.
Judge Brand's ruling was
made in a demurrer in the suit
brought by the City of Bandon
against Sheriff William F. How
ell, who, by arrangement, re-

don school district. Port of Ban
don and Coos county.
Howell charged the law was
unconstitutional because it gave
unequal benefits to tax payers.
Judge Brand, admitting the
question was close, ruled the
cancellation applied to taxes not
owed for the specific purpose of
bond retirement.

IN PORTLAND CUT

nor Charles A. Sprague an
nounced today that the city of
Portland has been placed in
class two by the Pacific Board
of Fire Underwriters, a change
which will result in reduction
of Portland fire insurance rates
on an average of about eight
percent according to the rating
bureau estimates.
"I am glad to announce this
reclassification for Portland."
the governor's statement said,
"which is reported to me by
Insurance Commissioner Hugh
H. Earle. There is only one other
city on the Pacific coast, Se
attle, which has reached that
good a classification. Portland's
fire losses over a term of years
have been sharply reduced and
this fully justifies the change in
class for the city which auto
matically brings lowered insur
ance rates."
Cartoonist A Suicide
Burbank, Calif., Dec. 2. WP)
George W. Rehse, 70, retired
newspaper cartoonist, was found
shot to death in his automobile
last night. A gun and a note
telling of ill health and grief
over the death of his wife were
beside the body, police said.
