Down Premier's Program
Compromise is Sought.
PARIS. Not. 30. (P) Pre
mier Daladier today won ac
ceptance by the army com
mittee of the chamber of de
puties for hit -demand for
powers to rule France by de
cree for the duration of the
war.
In the committee's third

At first, the committee had
declined to approve the
measure as it was presented
to parliament.
Paris, Nov. 30. W) The
chamber of deputies army com
mittee today voted down Pre
mier Daladier's program for
wartime decree powers in the
form in. which it was first pre
sented to parliament.
The firm-iawed premier, how
ever, told the committee flatly
that he refused to accept a.ny
modification of his project. Ef
forts were begun immediately
to work out a compromise.
The premier encountered this
obstacle soon after parliament
had convened in special ses
sion, the purpose of which was
to extend the decree powers of
the government and pass on
the 1940 budget.
Extension Sought.
Daladier asked for extension
of his powers in order to "win
ihe war."
The committee's vote was 13
to B against the premier's meas
ure in its present form, with
five abstentions.
Members of the committee
aid, however, a modified proj
ect ' for decree powers would
have little difficulty in obtain
ing a majority.
The measure introduced by
the premier would extend in
definitely the "full powers" ex
piring today.
All decrees adopted by the
council of ministers, however,
would be subject to parlia

Victory Only Aim.
Daladier declared all debate
on unrelated questions would
be suspended and said he would
interject a motion of confidence
if objections were made.
The premier's measure was
introduced after he had said
France's war aim simply was
"to win the war," and had given
a lengthy review of almost
three months of the conflict.
Daladier recalled that among
the legislators before him were
men "who during the course of
their lives have seen their coun
try ravaged or menaced by
Germany."
He was cheered when he
added:
"We are resolved that we
will not see that again."
"The time has not yet come
to speak publicly of the goals
and conditions of peace." the
premier told the cheering dep
uties at the opening of the spe
cial session of parliament.
"We want the peace of se
curity. But what is necessary
first is to win the war. That
Is the sole aim toward which
we must bend all our ener
gies." Forces Are Strong.
The premier declared France's
forces were strong enough to
break the enemy s attacks.
Daladier's declaration was in
terrupted by the entrance of
Communist Deputy Florimond
Bonte, who had been sought
since his party was dissolved.
Edouard Herriot, president of
the chamber of deputies, stop
ped the session and ordered
Bonte to leave. The deputy
was escorted from the chamber
and placed undnr arrest.
A warrant had been out for
Bonte since October 5.
Daladier interrupted his pre
pared speech to declare, "the
French parliament cannot stand
the presence of traitors!"
Bonte was one of a group
of the disbanded Communists
who urged peace talks with
Germany. Most of them have
been Jailed.
Culture. That's What.

board of trustees of the Louis
ville library has taken under
advisement the question of plac
ing comic magazines in a branch
library, but It's no funny matter.
Hundreds of requests for comics
led to a proposal that the maga
zines be installed as an experi
mental project.

BOARD TO MEET
IN EAGLE POINT
Third in Series Scheduled by
Group Created By Last
Session of Legislature.
The Jackson county school
district reorganization board
will hold the third of a series
of meetings covering the county
at the Eagle Point high school,
Friday at 8 p. m.
A special Invitation has been
sent to the directors and clerks
in Eagle Point, Antelope, Cli
max, Lake Creek, Mt. Pitt,
Derby, Long Mountain, Browns
boro, Lost Creek, Trail, Reese
Creek, Debenger Gap, Prospect,
Little Butte Creek, Elk Creek.
Liberty, Shady Cove, Rogue
lands and Butte Falls school
districts.
While specific invitations can
not be sent to everyone inter
ested in the work of this board,
it is desirable that all persons
of voting age who live in the
above named districts and who
are interested in the reorganiz
ation of school districts be in
attendance.
To Explain Duties.
The board was created by a
law passed at the last legisla
tive session and its members
are: Earl B. Day, county judge;
J. B. Coleman, county assessor;
A. E. Brockway, chairman of
non-high school district board;
C. R. Bowman, county school
superintendent; Arnold Bohnert,
chairman of Central Point
school board; Stewart Weeks,
chairman of Elk Creek school
board, and J. R. McCracken,!
chairman of Valley View school
board. '
The purpose of the meeting
will be to explain its duties,
set forth the result of Its studies
and put before the people an
explanation of the recommend
ations it can make. It will en
deavor to answer questions, but
it is not its function to take
part In arguments for or against
any particular recommendation.
It is highly desirous of getting
before the people accurate and
full Information as to what can
be done toward cutting down
the number of school districts
in the county. As to what will
eventually be done Is a matter
that the people themselves may
by their vote determine.

from the Master Dance Broun
of the University of Oregon will
present a 43-minute modern
dance demonstration at a spe
cial Girls' league assembly, Fri
day from 9:15 to 10 a. m., in
the boys gymnasium of Med
ford senior high school.
The dancers belong to the
honorary dancing organization
of the university at Eusene.
They are as follows: Miss Pirk-

will announce and explain the
numbers; Mrs. Catherine Hol

city issued a $1,000,000 build-;
ing permit, the largest in ten
years, today for construction of '
the St. Vincent's hospital, east
at Northwest 47th avenue and
Glisan street. !
The main section will be
seven stories high and 600 feet
long. Work has been started on
excavations and footings.

Recent Tests in Southern
Oregon Show Good Con
dition Soils Unfrozen.
Recent tests at watershed soil
moisture outposts maintained by
the irrigation division of the
United States soil conservation
service, show that Southern
Oregon mountain soils now hold
more moisture in the upper six
foot level than at any late fall
period during the last four
years, with the exception of
1937, according to Arch Work
in charge of the Oregon and
northern California co-operative
snow surveys. In 1937, the soil
moisture in early November,
was the greatest of the record
period to date, Work said.
The testa run contrary to the
general opinion the southern
Oregon watersheds are extraor
dinarily dry, but agree with the
observations of the Rogue River
national forest service which re
ports a high moisture In the for
est soil, making an ideal fall for
slashing burning.
Work further reported that
watershed moisture outposts
have just been established on
the Malhuer, Burnt, John Day
and Deschutes rivers in eastern
and central Oregon, and water
shed soils, in these sections
were much drier than in south
ern Oregon.
Work said it was too early to
estimate the stream flow avail
able for irrigation next year,
but stated Oregon mountain
soils are mostly unfrozen, a fav
