announced a Judgment of "three
hootlnga" against Adolf Hitler, the

day. A ministry communique stated:

chief linguist gave Judgment . . .

Governor Culbert L. Olson wrote to
the California supreme court today
urging the court make a recommen
dation which would permit him to
grant a pardon to Warren K. Billings,
serving a life term at Folsom prison
for the 1016 Preparedness day bomb
ing. Governor Olson's first official act
In office was the granting of a full
pardon to Tom Mooney, also con
victed of the bombing.
He haa repeatedly stated his be
lief In the Innocence of both Mooney
and Btlllnga, who always Insisted
they were "railroaded" to prison for
the bombing by elements opposed
to their labor-leading activities.
Blocking an outright pardon for
Billings, however. Is the state law
which says a governor may not par
don s man with a prior criminal
record without the approval of the
state supreme court.
